Result
The following are some of the results reported under each outcome level: Outcome 1: Harmonized refugee protection and management policies, legislation and practices are improved and strengthened, the following results have been reported: - The development and endorsement of the IGAD Policy Framework on Refugee Protection, which will be a common regional framework that will promote harmonized refugee management responses in the region - Contributed to a strengthened policy environment for Refugee Protection by supporting MS in the development and revision of regional and national legislations and policies on refugee management; for example, the support to Sudan and South Sudan Durable Solutions Strategy and Plan of Action to respond to the refugees, returnees, and host communities in their countries, as well as the development and endorsement of the Regional Solutions Strategy and Joint Action Plan for Sudan and South Sudan to respond to the displaced population from these two countries. Furthermore, MS have been supported with reviewing and developing their refugee management strategies, for instance, the program supported the development of Uganda's National Refugee Policy Outcome 2: Regional exchange and implementation of innovative and effective practices enhanced The program facilitated learning and exchange amongst the MS but also across regions with joint conference between EAC and IGAD MS, the following are some of the results under this outcome area: - IGAD-EAC High Level Ministerial Conference on Durable Solutions for Refugees focused on enhancing coordinated regional approaches to the refugee situation in the East and Horn of Africa, which also allowed the sharing of knowledge and best practices across these two regions - The program facilitated MS to have a learning visit to Uganda's largest refugee hosting areas, to observe Uganda's policy implementation on refugee protection and document best practices, which includes their admission and asylum procedures, implementation of settlement approach, and access to essential services for refugees. - Facilitated multi-stakeholder National Dialogues in Djibouti, Ethiopia, Somalia, South Sudan, Sudan and Uganda. Outcome 3: Technical assistance and advocacy for IGAD and its member states enhanced -The program convened a regional Training of Trainers (ToT) where 22 experts from the seven IGAD MS attended a four day training session that covered international protection, access to fair and efficient asylum procedures, and comprehensive durable solutions. This facilitated knowledge transfer by these experts in refugee protection agencies within their national agencies and operations, and contributed to strengthening the capacity of refugee management agencies. - At the national levels, the program provided training in Ethiopia and Somalia targeting 35 technical field staff from each country. The training aimed to enhance the capacity of experts in these two countries in areas such as Refugee Status Determination principles, standards, and procedures, and to ensure front line staff have the capacity to handle various challenges efficiently.
The overall goal of the planned contribution is to enable IGAD region to have a fair, predictable and gender-responsive harmonized refugee management and asylum protection system in place. The expected outcomes of the project are the following. - Regional refugee protection and management policies, legislation and practices are improved, strengthened and harmonized; - Regional exchange and implementation of innovative and effective practices enhanced; and - Technical assistance and advocacy for IGAD and its member states enhanced. The intervention will also improve refugee management situation in the region by facilitating cooperation and coordination among the member states which will lay the ground for burden sharing and working towards durable solutions. In addition, the planned project will boost the capacity of the different ministries and/or departments responsible for managing refugees and enable them to meet minimum standards of operation regarding the refugees management.
