World Bank, 2018, Social Accountability ESAP II

This intervention has: - created a platform for dialogue between citizens and local decision makers. This has led to an improved relationship among the two parties, decision makers are better informed on the kind of services that are needed. - citizens have been able to come together in groups and represent each other in a more effective way. - Citizens' increased satisfaction on the services that are provided. It was not possible to verify whether the quality of the services had indeed improved. But the most important aspect of this intervention is that the processes towards delivery of services are more inclusive and participatory. - the transparency about what kind of budget the woreda has and how they are going to spend it has also improved. This has also led to increased accountability, should decision makers not implement what was initially planned for.   

Strengthened citizen demand for more equitable, effective, efficient, responsive and accountable basic service delivery, using social accountability interventions towards local government (woreda and regional) and its basic service providers are the basic objectives of ESAP in general and for the bridging phase in particular: - Continuity of SA development on the ground and promotion of innovation. - Fostering and enhancing the social accountability dialogue at federal, regional and woreda levels.- Building a credible evidence base on results and impacts and elaboration of the next phase of ESAP.
