Result
The project came to an end in 2022 and overall, expected results have been achieved. Results under Outcome 1 are satisfactory. All included Regional Economic Communities (RECs) can now provide comparable migration data, published indicators meets the users' needs and statistical reports include information on data sources and quality. Likewise, under Outcome 2 the results are satisfactory. All RECs are now implementing harmonised guidelines on concepts and methods, statistical officers in RECs and focal points in member states have knowledge of common concepts and methods and a strategy for harmonisation of migration data has been included in the Strategy for the Harmonization of Statistics in Africa II. Under Outcome 3 there has been an increase in the number of indicators published in migration publications of STATAFRIC/RECs and there is some indications of user satisfaction with the quality of the migration data produced. However, no user satisfaction survey has been performed which limits the possible to assess user satisfaction. Concretely, the project focused on improving the production of migration statistics as part of the work on the second and third edition of the Statistical Report on Labour Migration for Africa (LMSRA). The reports were published respectively in 2020 and 2021. The work with the reports have resulted in a domino effect at the regional level, with statistical reports on regional migration being developed in the four Regional Economic Communities (RECs) included in the project. Efforts to harmonise migration data have been central to the technical discussions with Member States in the context of the data collection for the third edition of the LMSRA. During the project period, the use of harmonised definitions as well as the learning and exchange on existing international standards and recommendations have been the focus of Africa-wide training activities, such as the annual summer school on migration statistics and the series of webinars, both organised with partners. Another concrete example of promoting the use of international recommendations on concepts and definitions is the cooperation with the Expert Group on Statistics on Refugees, Internally Displaced Persons, and Statelessness Statistics (EGRISS) on promoting the use of international recommendations on concepts and definitions in the area is also a success. So far, support to this broader perspective on migration has been extended to IGAD and ECOWAS. Activities on communication and dissemination includes the development of a website for STATAFRIC and a data portal for migration statistics. The STATAFRIC website has been operational since 2021. A first version of a data portal for STATAFRIC (African Migration Data Portal) is being developed by a group of experts from the AUC and Statistics Sweden. In IGAD, the data portal has been developed and is ready for publication. To other RECs i.e., the East African Community and Common Market for Eastern and Southern Africa, support has been provided to make migration statistics available for user through the existing publication tools. The objective in the fourth component is to improve coordination. At the continental level, coordination between the different agencies and organisations active in the field of migration statistics was emphasised to avoid duplication of efforts and to achieve synergies in support and thus greater impact. Agency coordination, primarily involving the AUC, IOM, IOM GMDAC, ILO, OECD, UNHCR and UNFCD, has gradually improved and this will continue in the second phase of the project. In addition, coordination with other actors working on migration statistics at regional level took place during the first project phase with concrete and positive results.
The specific objective of the project is to ensure the availability of relevant and good quality statistics on migration in Africa for use in decision and policy-making on migration issues. The following are the expected outcomes of the project;. Improved production (range and quality) of migration statistics in RECs,. Improved harmonisation of migration concepts and methods;. Improved availability and conditions for use, and greater awareness of migration data among stakeholders; and. Strengthened RECs and AU coordination in the area of migration statistics. Theory of change The project is geared towards addressing the challenge of the policy-makers and other stakeholders, who lacks access to migration statistics and the underlying factors contributing to the existing situation. The key factors are: low and inadequate data production; insufficient coordination of migration data initiatives between stakeholders; and limited data sharing, dissemination and use. The Theory of Change indicates how the different interventions are linked together and how all the areas of support will contribute to achieving the project objective (availability of migration statistics) which will in turn contribute to the long-term development objective. For example, capacity development in member states through the RECs will primarily lead to improved production and harmonisation of migration data. However improved flows of data, improved availability of data and cooperation between stakeholders are all required in order to transform migration data into accessible and user-friendly and for use in policy-making. For an institutional cooperation in statistics, it is important that the partners work closely together, and Statistics Sweden should have a clear advisory and facilitating role. Statistics Sweden is not doing the job, i.e. “gap-filling”, but rather focusing on knowledge transfer, and the capacity development should be performed with a gradual, consistent, step-by-step approach. A description is provided for the gradual process of the theory of change linked to this specific project, with the assumptions made in order to achieve the objective. The long-term development objective of improved situation for migrants is an indication of the situation once quality and reliable migration data is available at Member States, RECs and AUC level. To apply a basic theory of change perspective on how the programme is addressing the core problem, the below bullet points indicate the logical chain of expected results and anticipated positive changes at thend of the intervention. . Capacity development on migration statistics at member states and RECs level . Improved flow of migration statistics from MS-RECs-AUC . Improved production and harmonisation of migration data . Improved availability of data on migration . Enhanced cooperation between stakeholders on migration issues . Improved availability of migration statistics and awareness among stakeholders for use in policy-making . Improved situation of women and men migrants on the continent.
