Result
The Joint Programme on Gender: This programme translated gender policy into action through evidencebased strategies and strengthened accountability. Key outcomes included the adoption of the revised National Gender Policy (2021), the 2023 State of Gender Equality Report, and the UNSCR 1325 National Action Plan (20232027). It enhanced institutional mechanisms through tools like the Global Monitoring and Information System (GMIS) and Global Monitoring and Assessment System (GMAS), improved GBV prevention and response services, and promoted women's leadership, financial literacy, and access to markets. The "Men Engage" initiative and collaboration with civil society and local authorities contributed to shifting social norms and expanding womens roles in decisionmaking. The Joint Programme on Sustainable Cities: The Joint Programme promoted sustainable and inclusive urbanization aligned with Rwandas Vision 2050 and Agenda 2030. It improved urban governance through strategy reviews and the City Prosperity Index and empowered communities to coplan informal settlements. Environmental initiatives included Kigalis LowCarbon Mobility Plan and reforestation in Rubavu. The programme advanced inclusive growth, climate resilience, and local economic opportunities. The Joint Programme on Climate Resilience promoted biofarming techniques, supported integrated rice and fish farming, facilitated the establishment of sustainable rural settlements, and improved national and local capacities for early warning, disaster prevention, and climate change adaptation. The Joint Programme on Youth significantly contribute to the economic and health empowerment of young men and women, with a particular focus on vulnerable groups. Over the fouryear period, the programme created thousands of jobs, provided entrepreneurship support, and enhanced access to health services for youth across various sectors. The programme's success underscores the importance of continued investment in youth development to drive sustainable growth and resilience in the region.
The UNDAP II outlines the areas of support to the national development agenda in Rwanda by the United Nations system, under the umbrella known as ‘One UN’. The overarching principle of the United Nations Development Assistance Plan 2018-2023 (UNDAP II) is to ‘leave no one behind’ underpinned by a human rights-based approach to programming, gender equality and women’s empowerment; sustainability and resilience; and accountability. Interventions will focus on ensuring the targeting and prioritization of the most vulnerable population in Rwanda, reaching the furthest behind first. Three Strategic Priority Areas for the UNDAP 2018-2023 are identified as: (i) Economic Transformation; (ii) Social Transformation, and; (iii) Transformational Governance. These results areas are directly aligned to the Government of Rwanda’s national development priorities as outlined in the Vision 2050, the National Strategy for Transformation (NST1) 2017-2024 and the subsequent Sector Strategic Plans and District Development Strategies, grounded on Agenda 2030, AU Agenda 2063 and East African Community Vision 2050. The UNDAP II consists of six Outcomes and 25 Outputs, each with defined results and means of measurement and verification. Informed by the recommendations of the final evaluation of the UNDAP 2013-2018, the UNDAP II seeks to further strengthen the humanitarian-development nexus and improve programmatic integration and coherence, including through appropriate integration between operational and programmatic action for more efficient implementation of interventions and finally more effective and impactful UN system support to national development.
