Result
During the period, MAPP/OAS has continued to contribute to strengthen the capacity of governmental entities and civil society in peace building through capacity building and accompaniment. It has also contributed to the analysis of the conflict through strategic information, analysis and recommendations on the security conditions in the regions; on strategies to reduce illicit crops; on the situation in the boarders and local conflicts. MAPP/OAS has contributed to strengthen victims' participation in the Transitional Justice system and the Special Jurisdiction for Peace (JEP) through technical assistance for the elaboration of the reports and providing specific recommendations to the JEP on the macro cases, on protection measures and security for the participants in the hearings. During 2023, 1,128 field missions in 22 departments was held, in regions and communities highly affected by the conflict. MAPP/OAS provided governmental entities with analysis and recommendations through analytical reports on central issues for peace such as: conditions of security, human rights, victims, participation, dialogue, conflict, environment and the implementation of the Final Agreement, among others. During 2023 MAPP/OAS received the request of the National Government to integrate the Estado Mayor Central (EMC) Oversight, Monitoring and Verification Mechanism as part of their mandate, where they have also had the opportunity to accompany humanitarian efforts and support the technical commissions for the preparation of the internal operating regulations and the ceasefire protocols and protection of civil society. The mission has also during 2023 accompanied socio-legal dialogues, socio-community activities, urban pacification processes and humanitarian actions in territories such as Buenaventura, Quibdó, Medellín and the Aburrá Valley. Likewise, the MAPP/OAS has provided technical assistance to the government in prison matters and strengthened capacities for dialogue and conflict resolution to urban leaders and members of illegal structures that are deprived of liberty, seeking to promote the generation of trust and reconciliation processes. MAPP/OAS further, in coordination with the OACP, supports the exploratory phase of dialogues with Second Marquetalia and conducts outreach in prisons with members of the AGC to evaluate their will in the face of a possible law of submission.
The main objective of the Mission to support the Peace Process of the Organization of American States (MAPP/OAS) is to support the Colombian States peace policy to contribute to the consolidation of a long-lasting peace. This will be achieved through specific results planned in the three main thematic areas: 1) Peacebuilding 2) Security conditions and territorial dynamics 3)Transitional Justice and disarmament, demobilization and reintegration (DDR) The activities within these areas are implemented through a comprehensive monitoring, accompaniment, and support, by the 18 regional offices in the country and the central office in Bogotá.
