Result
Through this project, UNESCO has been building a common ground amongst all actors, with a dual approach focusing on duty bearers responsible for media law and policy reforms, combined with direct interventions to empower rights holders, including local and regional media stakeholders, civil society organizations, journalists unions, and academia through capacity development, coalition building, and advocacy. Journalists and media-stakeholders are being provided with platforms, to serve as a channel between duty-bearers and rights-holders, to build trust among them, and promote accountability, good governance, and sustainable development. The project is assed to have strengthened the media sector, including ensuring greater access to critical information, advocating for higher standards in ethical reporting, promoting investigative journalism and strengthening the public's Media and Information Literacy competencies to address disinformation and benefit from the opportunities of the information and knowledge society. Under outcome 6, UNESCO has also continued to strengthen women's voices in the media sector, for example by strengthening the Cambodia Female Journalist network (CFJ) and ensuring that women's voices have been represented in various high-level meetings organised during the year. The project has also contributed to drawing attention to women's representation in the media. In a report, which is the first of its kind in Cambodia, in January 2023, more than 4,000 news stories from 12 different media houses (including print and digital media, television and radio) were analysed. The study revealed a bleak picture of women's underrepresentation and lacking portrayal in Cambodian news. The report now provides a unique baseline for how women are portrayed in the news media, highlighting not only the measures and efforts needed to contribute to increased gender equality in the media, but also to break harmful stereotypes that inhibit women's participation and progress in different parts of society. In the continued work, the report is now being used to drive a change in collaboration with civil society, the media industry and state actors.
The intended impact of the project is that Freedom of expression, and its corollaries, press freedom and freedom of information in Cambodia are strengthened, and a media environment that is safe, free, pluralistic, and independent is promoted. The overall objective is being pursued through eight outcome areas: 1. Enhanced policies and legal frameworks related to the protection and promotion of freedom of expression, right to information and safety of journalists, in accordance with international standards. 2. New knowledge related to Media Development and Freedom of Expression in Cambodia enables evidence-based solutions and interventions. 3. National mechanisms for the protection of journalists are established in the framework of the UN Plan of Action for the Safety of Journalists and the Issue of Impunity, including during crisis situations such as Covid-19. 4. Enhanced quality and ethical standards of Journalism in Cambodia. 5. Cambodian citizens resilience to disinformation and other information disorders is enhanced. 6. Women's voices in the media are amplified and their position in the newsrooms is strengthened. 7. Cambodian independent media is financially sustainable 8. Enhanced efficiency and harmonization in interventions in support of Media Development and promotion of Freedom of Expression in Cambodia.
