The United Nations Development Programme (UNDP) has through Sida applied for funding of 40 million SEK to fund the Liberia Electoral Support Project (LESP) during 2021 - 2024. The contribution is assessed to be in line with the overarching priorities and direction of Swedish Strategy for Development cooperation in Liberia 2021 - 2025. The overall objective of this Project is to continue strengthening the electoral institutions and processes. As an overreaching goal, this cycle should be marked by further enhanced national ownership as well as continued progress towards peaceful, credible, inclusive and transparent electoral processes in Liberia. The total budget for the LESP project duration is USD 16,180,764.00 million. At the time of this appraisal, the Swedish contribution is SEK 40.0 million, approximately USD 4.8 million. UNDP core contribution is so far at USD 1.5 million. As for other external donor resources, the EU has indicated an interest to fund the elections project with EUR 15.0 million and Ireland has made a commitment of EUR 2.0 million.

Examples of achievements during 2022: - The 2022 Lofa County byelections were held on 22 June without major incidents of violence or disruptions to the peace. Lofa byelections also allowed NEC and LESP to embark on the long-term civic and voter education strategy (CVE) and pilot test the CVE cells. The NEC's goal of setting up a CVE cell in each of the 73 electoral districts (EDs) was achieved. Considering the lessons learnt, it aims to improve the NEC's civic voter education program in preparation for national elections in 2023 and any other future elections. - Although awaiting the Presidential approval, the passage of the 30% mandatory party gender quota for political party candidate listings and leadership positions by the Senate and House of Representatives in the New Elections Law (1986, 2014) is a major milestone. This was achieved together with UN Women following a concerted effort of advocacy and lobbying and working closely with Women Legislative Caucus of Liberia, Ministry of Gender, Children and Social Protection and civil society and women movements, and key influential figures in the legislature. - The Project has contributed to an increased awareness on violence against women in elections and politics (VAWiEP) among political parties, ministries, lawmakers through support to the National Elections Commission (NEC) and civil society partners working at national and subnational levels. This has led to 29 of 33 registered political parties signing the VAWiE Protocol. - In collaboration with UN Women, the access and opportunity for women and vulnerable groups has been promoted and increased through a number of capacity development activities targeting e.g. NEC staff and BOC, political party leaders, InterParty Consultative Committee (IPCC) members, women in political parties, youth wing representatives, PLWD, civil society leaders, journalists, and representatives of MACs. - The NEC finally approved the 2022 2025 Communication Strategy, with the aim to improve its internal and external communication, following up to the Lessons Learnt and its Strategic Plan. - As a direct result of trainings, the M&E Section of NEC has effectively monitored electoral-related activities collecting real time quality data using Kobo Toolbox and producing three reports showcasing results. - Campaign Finance Regulations were reviewed and validated with representatives of political parties, including Chairpersons, Secretaries, Treasures, and Financial Secretaries. - To strengthen the electoral security and peaceful conduct of elections, Joint Security Forces and the media signed standard operating procedures on November 28, 2022, with the goal of improving coordination as well as fostering mutual trust and respect during electoral period. The SOPs address the issues of frictions between the media and the security forces, and overall lead to great integrity of the electoral process. The SOPs also focus on strengthening the role of women in electoral security and peacebuilding. The signing of the SOPs is a result of an inclusive consultative process including three national conferences and a round table. After the signing, inclusive nationwide awareness raising campaigns were conducted throughout the country. - Several activities were implemented to enable a coordinated EWER structure that can contribute to the prevention of electoral violence. Amongst others, the EWER situation room was relaunched, the LERN/iReport platform was improved and Standard Operating Procedures (SOPs) to support coordination and functioning of the EWER were updated. Examples of achievements during Q1 of 2023: - Launch of Early Warning and Response LERN / iREPORT platform (March 2023), integrating the Violence against women in elections and politics (VAWIE) component. - Launch of iVerify tool to mitigate mis/disinformation and hate speech mitigation (March 2023). - The Civic and Voter Education (CVE) cells, trained in the end of 2022 were successfully deployed to mobilize voters for the 2023 biometric voter registration. - With technical support from LESP, NEC successfully conducted the biometric voter registration (BVR) process (20 March 11 May 2023). - In collaboration with the NEC and following up to the highlevel negotiations with Political Parties led by UN Resident Coordinator and ECOWAS, of the revision of the Farmington declaration, the Project contributed to the finalization of the text which was signed on 4 April 2023. - NEC has also successfully launched the online recruitment application, strengthening integrity of its processes.
Overall goal: The overall goal of this Project is more inclusive, effective, transparent and accountable governance of Liberia. This goal will be achieved through improved legal and regulatory frameworks, stronger public institutions, more engaged and responsible stakeholders, and peaceful electoral and democratic processes. As an overreaching goal, this electoral cycle will also enhance national ownership as well as continued progress towards peaceful, credible, inclusive and transparent electoral processes in Liberia. Expected results: Output 1: Inclusion and transparency of the electoral process is strengthened 1.1 NEC strategic approach to communication, external relations, and disinformation management 1.2 Strengthening capacity of NEC, civil society, and other actors in conducting civic and voter education 1.3 Improved access and opportunity of the right to vote to vulnerable groups Output 2: Institutional capacity and accountability of NEC and electoral stakeholders enhanced 2.1 Project's capacity-building support is based in detailed and realistic assessment at all levels 2.2 Technical Capacity and Skills of NEC at All Levels are strengthened 2.3 Enhanced technical capacity of electoral stakeholders towards greater accountability and electoral integrity 2.4 Increased Integrity and Sustainability of Electoral Operations, including Voter Registration Process 2.5: NEC Infrastructure Strengthening towards Greater Electoral Integrity Output 3: Conflict prevention and mitigation mechanisms to support peaceful conduct of elections are strengthened 3.1 Electoral security further improved 3.2 Awareness raised and mitigation measures implemented to mitigate Violence Against Women in Elections (VAWIE)
