Result
In 2023, the Stabilisation Coherence Fund enabled the following results: i. 12 peace structures benefited from income generating activities (AGR) support for their sustainable operation; ii. 28 conflicts (land, customary and entity boundaries) were identified and resolved peacefully; iii. 1 round table at national level regarding local peace plans (May 2023); iv. 1 round table at the provincial level (Goma July 2023) resulting in a roadmap for peace and stability of South Lubero, North Bwito and Ikobo; v. 4 animated radio programs from 16 radio shows produced were rebroadcast 144 times on 5 radio stations local, in order to promote social cohesion and communicate strategically on the project; vi. 1 radio program hosted on 6 local radio stations on the promotion of women's rights, hosted by women and men trained by the project in communication techniques; vii. 9 Farmer Field Schools (CEP) set up viii. 270 supervisors among the members of the cooperatives (including 185 women), taking into account account for social inclusion (ethnic groups, genders, places of origin); ix. 282 Ex Combatants ( XCs) participated in community work through the High labor intensive (HIMO) public works approach; x. 90 XCs are enrolled in professional training to learn trades. Some veterans who were once antagonists and part of ethnic groups different people have agreed to follow the course together and have formed IGA groups and are working now together for common interests; xi. 28 km of roads rehabilitated thanks to HIMO activities; xii. 1157 employed beneficiaries; xiii. 25,454 days of employment created for the benefit of beneficiaries; xiv. 108.000 USD distributed to beneficiaries; xv. 23 Psychosocial Associates and group facilitators were trained on several themes intervention 204 direct participants in the project benefited from 38 group therapy sessions; xvi. 91 individual therapy sessions were conducted for project participants presenting specific psychological problems. In terms of impact: In the areas covered by the project, people feel more secure during their daily activities (going to the fields, to work, looking for water, firewood, etc.) i.e. 39% of survey participants (36 % of women and 43% of men), compared to 27% in December 2022. In the same vein, 40% of people (compared to 26% in December 2022) feel safe when meeting members of another ethnic group. This feeling varies significantly from one territory to another and is felt more in Walikale/Ikobo (56% of the population), than in Lubero (only 25% of the population) and in Rutshuru/North of Bwito (49% of the population). Communities are more optimistic (36% of targeted populations compared to 13% in 2022) that their village will be more peaceful within a year, and we see a slight improvement in perception (45% of these populations compared to 41% in 2022) vis àvis peacebuilding projects and their capacity to address the most important problems in their areas. The community's perception of reintegrated veterans has evolved positively. 47% of people (compared to 34% in December 2022) are open to the reintegration of ex combatants into their communities. On the other hand, despite the significant efforts made by the project to empower women as agents of change and important actors of peace, the percentage of women and members of marginalized groups who believe that their opinions are reflected in participatory solutions implemented as part of the peacebuilding process decreased by 6% (i.e. 48% in 2023 compared to 54% in 2022). This change in perception is linked to the increase in insecurity, which leaves a significant number of women whose rights have been called into question (high rate of violence, deprivation of access rights to women, etc.)
Improved mutual accountability and capacity of the Congolese state and society to cope with and mitigate the main factors of violent conflict in the eastern provinces and to strengthen the legitimacy of the social contract and promote long-term economic development.
