The program aims to contribute to a just, equal and sustainable Cambodia free from poverty, oppression, inequality and violence. The overall objective for the program is; A strengthened civil society with the capacity to widen democratic space and promote human rights and gender equality so Cambodian people can lead peaceful, dignified lives with access to fundamental rights and freedoms. The four underlying objectives are; 1) Human Rights Objective: Rights holders', grassroots communities', and CSO's capacity strengthened to advocate for a functioning rule of law as well as respect and promotion of Human Rights, which benefits all. 2) Democracy Objective: Rights holders, grassroots communities and CSOs supported to strengthen their capability for widening democratic space in Cambodia, which benefits all. 3) Gender Equality Objective: Women, men and boys and girls empowered and strengthened to exercise their rights for gender equality, hold government accountable to their commitments and contribute to reducing gender-based violence in community and society. 4) Objectives for strengthening partners: Partners are empowered and strengthened to achieve organizational and programmatic sustainability. In 2023 the program included 17 implementing Cambodian civil society organisations.

Result
There has been a continued positive progress on Diakonia's reporting and that there is now an improved result framework with clear indicators which enhances reporting of results. The annual narrative report 2021 showed that the program has provided core support to key human rights organisations in Cambodia in accordance with the program document and the agreement. The program has continued to contribute to vulnerable communities, workers and human rights defenders having access to legal, social and technical support in order to continue their work for democracy and human rights in Cambodia. The external Mid-Term Evaluation (December 2022) shows high relevance and efficiency in a challenging context, with important support to a selection of key organizations that effectively respond to the needs of rights bearers in Cambodia, and found strong achievements of results against the yearly targets. At mid-term, targets were assessed to be met across objectives 1-3. For objective 4, while there are no targets, there was evidence of notable progress linked to the indicators. In relation to objective 1 on Human Rights one example is the long term legal support that the partner organisation Equitable Cambodia (EC) has given to local communities in the province of Kampong Speu to defend their land rights and which in 2021 led to the Australian bank ANZ Royal Bank compensating 1,115 families affected by a sugar company's development plans with USD 2,000 each. In relation to objective 3 one example is that Diakonia's partner organisations have contributed to men and young people's increased participation in advocacy work for gender equality and women's rights. Among other things, the organisations Banteay Srei and GADC have trained local government officials and male perpetrators of GBV, as well as engaged women, men and young people in networks, dialogue groups and as local ambassadors on positive masculinity, against GBV and for women's rights. 81,271 people have been the direct target group, 334 men have been trained and 1,250 young people participated in "One Billion Rising" campaigns in 2021.
