Result
While in 2021, only 3 organizations were involved in the implementation of the project, 3 other organizations in South Kivu - Action pour le Développement des Milieux Ruraux (ADMR) Célébrons le Courage de la Femme (CCF) and Karibu Jeunesse Nouvelle (KJN) - joined the consortium during the year 2022, with a total of 6 Civil Society Organizations (CSOs) implementing partners. In addition, a number of women have been appointed as a result of the project. In South Kivu, the vice-president of the Women's Forum of the village of Muhyahya in Idjwi has been appointed chief of the sub-village of Muhyahya. This appointment could not have been made before because of the negative perception of women in the region by men, who have always thought that "a woman's place is in the kitchen". The appointment came after the village chief took part in capacity-building sessions on good governance, women's participation and the inclusion of marginalised groups in the administration of the entity in March 2022. Another woman was appointed head of avenue in Ciriri following a session on scorecards in August 2022. There has also been an improvement in relations between the local authorities and members of the community and civil society in North Kivu. This is particularly the case in the Bashali/Kitchanga chiefdom, where members of the community regularly come to the chiefdom to follow up governance issues and take part in consultation meetings and meetings of the extended security council organised by the chiefdom.
The overall goal of the programme is to work to strengthen the capacity of civil society to promote democracy and to improve inclusive governance, gender equality, and women's and youths political participation in DRC. In doing so, it will seek the following outcomes: Outcome 1: Strengthened civic and political participation of CSOs is characterized by increased responsiveness and accountability to conflict-affected communities in Eastern DRC, especially the most marginalized such as women and youth; Outcome 2: Democracy for all is promoted through effective governance systems which allow conflict-affected communities to defend and enforce their rights, supported by responsive and accountable duty-bearers and power-holders; Outcome 3: Peacebuilding and stabilization efforts allow conflict-affected communities to collectively negotiate and influence decision making, redress grievances, and resolve disputes through fair and inclusive local mechanisms, within a context of open civic space and respect for human rights. Actions taken to accomplish these Outcomes include: Community-led research, such as actor mapping, conflict analysis, and participatory action research to identify barriers and opportunities; Skills trainings on capacity building, conflict resolution, and leadership for CSOs, activists, and authorities; Lobbying, advocacy, and communications campaigns to ensure responsive governance and research uptake among policymakers and governance structures. The overall goal of this cost extension phase is to foster inclusive governance in South Kivu. This goal will be supported by three specific objectives: Objective 1: Reinforce sustained civic engagement of civil society in South Kivu. Objective 2: Increase trust and collaboration on issues of governance and civic participation between civil society and local authorities in South Kivu. Objective 3: Promote civic norms that favor inclusive, accountable decision making and responsible engagement. Across the above mentioned objectives, a particular emphasis will be put on addressing a range of technical (land governance and natural resource governance, decentralization) and cross-cutting issues (role of women, youth, and minorities in governance), which have been identified during the previous phase. SFCG sees an opportunity to build upon the success of the first phase of Power of Civic Space with additional actions aimed at: Reinforcing knowledge, skills, and networks to strengthen the capacity of civil society in South Kivu to effectively promote inclusive governance; fostering deeper collaboration with local authorities to actively embrace and support meaningful civic engagement; supporting efforts between communities and local authorities to jointly identify and address issues related to governance and civic engagement.
