Result
In December 2019, the United Nations Industrial Development Organization (UNIDO) received a request from the Ministry of Industry of the Democratic Republic of Congo (DRC) to strengthen vocational and technical training in the productive sectors and to support youth employment. In response to this request, UNIDO received support from Sweden to assess the relevance and develop a project document, for a PPDP project in the field of heavy industrial equipment and commercial vehicles (HDIECV) in the DRC, more precisely in Greater Katanga. As results recorded, the project document was developed and was deemed relevant and also validated by all stakeholders in the two provinces carrying the project. These are Haut Katanga and Lualaba. UNIDO and Sida were able to mobilize two long-standing partners: the Volvo group and Epiroc, as well as the three supervisory ministries of the DRC with a view to establishing a new public-private development partnership (PPDP). The partnership would build on the converging interests of the partners: the strong interest in increasing the supply of qualified workers in the heavy industrial equipment and commercial vehicles (HDIECV) sector in the DRC. SIDA's focus on public-private development partnerships (PPDPs) to leverage private sector resources, skills and innovative solutions to address development challenges; and UNIDOs strong experience in facilitating PPDPs in the TVET sector. The partners agreed to apply the Market Systems Development (MSD) approach to the partnership project, with a view to maximizing the impact, sustainability and scalability potential of the project. The PPDP would support skilled youth employment in the HDIECV industry and innovate by seeking systemic change in the technical and vocational education and training (TVET) sector. Two schools will be identified respectively in the two provinces under study and will be equipped to provide educational materials to young people. The contribution focuses on supporting UNIDO in the Democratic Republic of Congo with the aim of obtaining a diagnostic study of the cocoa value chain in the provinces of Kongo central, Kwango and Kwilu. This study provides a good understanding of the current situation and development possibilities by emphasizing the place of women and young people in the sector; it demonstrates how support to the sector can create new opportunities and innovations that could facilitate the creation and development of micro and small industries / cooperatives, job creation and increased income for households, man, women and Youth. It also sets the conditions for reducing deforestation due to shifting cultivation. Specific objective (results): A diagnostic study of the development of the cocoa sector and its current situation which highlights the potential of the sector to significantly increase the incomes of women and young people and to preserve the environment. At the end of the Agreement, UNIDO will formulate and present a diagnostic study of the potential development of the cocoa sector that incorporates stakeholder contributions.
