Result
During 2021, GBWN advocacy efforts are estimated to have had the following impact: - Serbia adopted new Law on Gender equality strengthening the institutional framework for developing, coordinating and implementing gender equality policies and also includes obligations in GRB implementation, gender mainstreaming and more firmly defines establishment and competencies of gender equality machinery at all levels. - Montenegro and Moldova included gender perspective in the budget circulars for 2022 and issued instructions for budget users, but lack systematic inclusion of the concept in their budget system; Macedonia drafted a new Organic law on budget systematically regulating GRB in the budget process, but adoption is lacking.
The overall objective is: To improve CSO participation in policy and budgeting processes in South East Europe and R. Moldova by using gender budget watchdog reporting and networking. Project purpose:(i) to strengthen capacity of CSOs to use GRB tools to evaluate the correspondence of policies and budgets with needs of men and women; (ii) to develop a network for effective policy advocacy, knowledge and information sharing and strengthened government accountability; (iii) to engage citizens and contribute to policy change leading to gendered reform of public finances. Expected results: Capacity for use of GRB tools in watch dog and policy appraisal activities built in 77 CSOs; Institutional structure, communication and information sharing channels of GRB network developed; Network linked with other networks and sister type of organizations from Europe; Gender budget watch dog reports produced and tailor-made advocacy implemented; Gendered policies and budgets adopted.
