This is a “Decision on Contribution” (Rule for Managing Contributions 2.9 §) between Sida and the International Committee of the Red Cross, ICRC, to allow for humanitarian response in relevant crises for 2022. ICRC's objectives are in line with the Strategy for Sweden's Humanitarian Assistance through Sida (2021-2025). The contribution is relevant for all objectives in the strategy, with an emphasis on the strategy area on protection and assistance to crisis affected populations. Out of the initial allocation, a segment is proposed to be un-allocated, which would enable the ICRC to swiftly allocate already pre-existing financial contributions to countries and regions which experience a crisis in a sudden onset, a deteriorated or a severely underfunded situation. Sida must, as per the suggested agreement, approve the ICRC suggestion on how the initially un-allocated funds are to be allocated. During 2020, the Humanitarian Assistance Unit at Sida conducted an overview of ongoing strategic partnerships in order to ensure that partnership was established with the most relevant and effective humanitarian actors to carry out Sweden’s strategy for humanitarian assistance through Sida (2021 – 2025). As a result of the overview, Sida has decided to appraise a new contribution and enter into a new strategic partnership agreement with ICRC, 2021-000057. The main purpose of this contribution is, in line with the humanitarian strategy, to save life, alleviate suffering and maintain human dignity. Most of the policy markers, including environment and conflict prevention, have therefor been marked as partly applicable.

ICRC är en av de största och viktigaste humanitära aktörerna i världen och bedöms av Sida ha en mycket god kapacitet och ofta ett unikt tillträde i konfliktområden. I flera kriser förblir ICRC den enda, eller en av få, internationella humanitära aktörer på plats. I 2021 års narrativa rapport framkommer att ICRC under året bland annat bidrog till att över 37 miljoner människor fick tillgång till rent vatten och drygt 3,6 miljoner människor mottog matstöd. ICRC besökte också 889 förvar/fängelser och bidrog till att 1270 personer kunde återförenas med sina familjer. Som landspecifika exempel kunde ICRC under 2022 års första halvår uppnå följande resultat: - I Afghanistan mottog över 75 000 människor matpaket, och ytterligare drygt 85 000 fick stöd i att utöka produktionen av mat. - I Demokratiska republiken Kongo bidrog ICRC till att förbättra över en miljon människors tillgång till vatten och/eller sanititetsfaciliteter. Cirka 1 300 personer som överlevt sexuelt våld fick psykosocialt stöd. - I Jemen gav ICRC stöd till 32 hälsovårdsinrättningar och närmare 85 000 människor fick inkomststöd genom exempelvis kontanter. - I Mali fick över en halv miljon människor stöd i att utöka sin matproduktion och ICRC gav olika former av stöd till totalt 13 sjukhus i landet. - I Myanmar hjälpte ICRC 631 familjer att lokalisera var en närstående befann sig och dryg 260 000 människor fick stöd i att förbättra sin levnadsstandard. - I Sydsudan kunde ICRC besöka närmare 6 000 fångar och drygt 140 000 människor fick stöd i form av mat. - I Ukraina fick över en halv miljon människor matstöd och närmare 9,5 miljoner människor fick förbättrad tillgång till vatten och/eller sanitetsfaciliteter.
ICRC bedöms av Sida vara en viktig humanitär aktör, med ett tydligt mervärde i framför allt situationer av väpnad konflikt och andra situationer av våld. ICRC har en bred geografisk närvaro, med cirka 20 000 medarbetare i över 100 länder, och organisationen har en god kapacitet att nå civila med skydd och assistans i mycket svårtillgängliga områden. Genom sitt unika mandat i den internationella humanitära rätten, samt tack vare god erfarenhet och renommé, har Sida förtroende i att ICRC också framgent kan bidra till att skydda och bistå människor i humanitära kriser.
