The Swedish International Center for Local Democracy, ICLD has applied for a one-year information and communication initiative SEK 1 875 000. The initiative is a pilot with the aim of investigating how effective information and communication initiatives on Swedish development cooperation can be conducted within the framework of the Municipal Partnership Program. ICLD has many years of experience managing this program with support from Sida. The program enables development partnerships between municipalities and regions in Sweden and corresponding local authorities in one of ICLD's partner countries. The current application is based on ICLD's experience and network within the framework of the Municipal Partnership. It will provide an opportunity for Municipalities and Regions to conduct information and communication initiatives in their respective municipalities and regions in Sweden.
Purpose and goal
The purpose of the program is to inform about Swedish development cooperation, and to promote open debate, popular support, strengthened commitment and a broad participation in Sweden for fair and sustainable global development. The program expects to lay a good foundation for local debate and opinion building. In the long term, the program intends to contribute to synergy effects with the core support ICLD receives through Sida, which aims at increased involvement of municipalities and regions in international development cooperation.
Method
In order to obtain a broad base to follow up the goals with the pilot, ICLD selects a few municipalities, 6 proposed organisations, based on size, geographical spread and activity within the Municipal Partnership Program and development projects. These are given the opportunity to apply for the information and communication grant for the pilot initiative. ICLD follows its guidelines for a simplified decision-making process that are well described in the application. Municipalities and regions report to ICLD after the end of the project (2021). The report follows ICLD's template for reporting Info-com support. ICLD in turn submits a comprehensive narrative and financial report in line with the agreement.
