Result
The main achievement of the project during the 36 months period: - The Open Access on every Payment Transaction with public Money is one of the main achievements, through a well structured Treasury Transactions Database in Albania as one of the best models for access to spending data. The methodology for the creation, provision of data and software management for Treasury Transactions Database was created based on Open Spending standards, where the information is published and is fully accessible for all budgetary institutions, containing timely details for every payment transaction, access facilitated by way of friendly user filters and search categories. There are listed in the website 2113 budget institutions and about 20 800 beneficiaries (clients for payments) who have made 1 087 559 Treasury Payments worth 2 169 705 037 605 ALL. - Research Articles and analysis on spending for the period 2021 2024 have been prepared and published in media during the project time. - The organization has created a Register of Concessionary Businesses operating in a country. A virtual Passport containing information and data was created for each of these business companies. This passport not only carries the features of the business performing as a PPP concession company, but also a copy of the Concessionary Contract, Contract Revisions, the Concession form, the date of the contract, value and other contracting issues. The last year of the project, 10 new PPP companies were added to the Registry, whereas information and documents for another 276 was updated. As of January 2023, - The database on assets declarations of Members of Parliament (MPs), Council of Ministers members and other ranking officials was expanded throughout the period under reporting, with several new subjects, mainly Senior Officials. The system was expanded with at least 300 additional entities, inserting over 1000 annual and monthly statements. - The monitoring of Public Procurement in important economic sectors and the application of the risk algorithm have led to a transparent risk identification model. As part of the Project's activities, a database with well structured data and documents for Tenders in several sectors has been created: a) Procurement of the Albanian Road Authority (176 tendering procedures, covering the period between January 1, 2021, to January, 2024) b) Procurement of the Central Purchasing Agency (505 tendering procedures, covering the period between January 1, 2021 to January, 2024 c) Procurement of the Public Health Sector (4017 tendering procedures, covering the period between January 1, 2021 to January, 2024). - Throughout the duration of the Project, AIS has been working with young people and young professionals to raise their capacities in open data. AIS partnered with 45 young people and established the Open Data Fellowship Network, Voicing Youth for Anti-Corruption. This program operated in all the three years. Several Fellowship Members were employed for short periods of time, ranging from 3 to 6 months, as junior analysts at the organization, where they gained experience and insight in data analysis. - During the implementation of the Project, the organization has also increased and improved its institutional capacities by improving the Manuals and Regulations for its operations. A five year working strategy, which is going to be in force for the 2023- 2027 period, has also been drafted and approved with the assistance of an external expert.
Main Project Objectives, which is to increase and strengthen Transparency, Accountability, Citizens Monitoring and Participation in the public sector at risk of irregularities and corruption, through disclosed and open data, as well as information symmetry. The intervention is composed of two components: a. instilling a watchdog culture encouraging anti-corruption efforts and b. Youth Empowerment against Corruption, Citizen Education, and Improving Fact Checking.
