Sida has received a project proposal from European Commission for the implementation of GET.pro based on GET.pro's own project proposal named "Global Energy Transformation Program (GET.pro) Proposal April 2023 – June 2026". The executor is Deutsche Gezellsschaft fur Internationale Zusammenarbetit (GIZ), which is a consulting company wholly owned by the German state. The background to GET.pro (and EUEI/PDF) was a commitment by the EU and the European Commission (EC) in 2002, to work for an increased access to energy in countries in Africa, the Caribbean and the Pacific and therefore launched this initiative on basis of a proposal from Germany. The Member States considered that it would be most effective to create a facility based on voluntary contributions and managed by EU countries. GET.pro is now a Team Europe Initiative under the EU's Global Gateway project. GET.pro's overall objective is to contribute to the implementation of international goals in Agenda 2030 and the Paris Agreement on sustainable energy and climate change. The goal is to increase access to energy (especially renewable energy and for poor people), energy efficiency and to support a reform of the energy sector and energy system. GET.pro has a focus on Africa but also supports other OECD/DAC countries. GET.pro contains three parts: GET.invest, GET.transform and Africa EU Energy Partnership (AEEP). GET.invest supports the development of energy projects for investment, and stimulates the private sector to invest in renewable energy and contribute together with private companies to project proposals for investment. It defines its niche particularly as decentralized renewable energy such as e.g. mini- and micro-grids (in English 'mini- and micro-grids'). GET.transform works on reforming energy markets together with authorities, and provides advice to the public sector with the aim of implementing a change in the energy sector and energy system and thereby creating opportunities for large-scale energy investments. It is expected that GET.transform will provide transformative advice in the short and, above all, long term. The focus will primarily be on Africa south of the Sahara (approx. 80% of the business), but there are also operations in Latin America and the Caribbean. GET.pro also has a very close collaboration with the EU and its comprehensive energy programme. In addition to GET.transform and GET.invest initiated by Germany and constituting GET.pro, the secretariat of AEEP and parts of the Covenant of Mayors in Sub-Saharan Africa (CoM) are also located on GET.pro but they are not formal parts of or "controlled" by GIZ. However, GET.pro provides certain services to AEEP and CoM. AEEP works to promote political dialogue regarding the energy transition between the EU and the African countries. In the previous period, the focus has been on the energy transition in Africa, but during this program period, it will be based on a more mutual cooperation where Africa's contribution to the EU's transition is also highlighted. GET.pro's objective for the second program period is to receive an overall budget of EUR 117,000,000 of which EUR 27,000,000 is secured (June 2022). Most of the donors earmark their support and especially with a focus on GET.invest. Since the program was initiated, some donors have left the collaboration and currently five donors remain; The European Commission (EC), Germany, the Netherlands, Austria (which makes a small contribution) and Sida. GET.pro also has a dialogue with Norway and the IKEA Foundation regarding additional funding. A core contribution to GET.pro of SEK 54,000,000 is foreseen during 2023-2025 (SEK 18,000,000 per year in 2023, 2024 and 2025), for implementation in accordance with the organization's project proposal. Sida's funds will be channeled through the European Commission instead of as previously Germany's Ministry for Economic Cooperation and Development (BMZ).
