Result
The following is a overview of the results achieved of the project: Duty beares: A more systematic cooperation between NGOs and NEA and NISE (government entities) have been made which have led to a better understanding of their different roles and responsibilities and to promote their joint efforts to support people with disabilities. An increased knowledge of disability inclusion, vocational rehabilitation, work place adaptation at MoLVT and NEA. NEA has established a service desk at job centers for jobseekers with disabilities which has improved employment services for job seekers with disabilities, such as an improved assessment of the individual job seeker as well as improved matching of job seekers to open job vacancies. A labour market programme has been approved, financed by MoLVT, with active measures for job seekers with disabilities, with operation start in 2024. Right holders: An increased confidence and improved access to jobopportunities for job seekers with disability have been achieved. Furthermore, an increased number of job seekers with disabilities participated in job fairs organized by NEA and supported by NGOs. Moreover, the project contributed to an increased capacity of local NGOs supporting people with disabilities by empowering and increasing awareness on how to dialogue and influence the government and private sector to improve support to people with disabilities. The capacitybuilding were performed in the thematic areas of vocational rehabilitation, active labour market, gender equality in relation to disability and its impact on living conditions, and constructive dialogues and empowerment. In result of the capacitybuilding NGOs and the NEA can work more closely together to support job seekers with disabilities. Moreover, an NGO service desk is now situated in the job centre. Furthermore, capacity building has assisted the NEA in developing and finalizing the labour market program for people with disabilities. Following are examples of achieved results of the intervention, both expected and unexpected: 20212022: Overview: A more systematic cooperation between the NGOs and NEA has came in place. By supporting local NGOs with trainings and workshops together with NEA, NISE and MoLVT, all parties improved the preconditions, such as for instance increased knowledge for a systematic cooperation. It also led to a better understanding of their different roles and responsibilities and promote their joint efforts to support people with disabilities. The main results achieved during the first year of the project were: Local NGOs that support people with disabilities were strengthened: The local NGOs included in the project, Phnom Penh Center for Independent Living (PPCIL), People's Action for Inclusive Development (PAfID) and Essential Personnel Cambodia (EPC) were empowered to increase its practical and theoretical support to people with disabilities for job seekers with disabilities (reasonable accommodation and active measures). In addition, the local NGOs were empowered to influence the government to strengthen support to people with disabilities. A more systematic cooperation between NGOs and NEA were achieved, which is expressed by the performance indicators down below. 46 new job seekers (21 women) with disabilities registered at NEA (almost one third of the target achieved) and 23 (11 women) job seekers have been employed in total (almost one third of the target achieved). An increased knowledge and commitment at MoLVT and NEA were achieved, which is expressed by following data below. Improved employment services for job seekers with disabilities, such as an improved assessment of the individual job seeker as well as improved matching of job seekers to available job vacancies. In addition an increased number of job seekers with disabilities participated in Job Fairs organized by NEA and supported by NGOs and a draft labour market programme, financed by MoLVT, with active measures for job seekers with disabilities was under discussion. 20222023: The main results achieved during the second year of the project were: For the overall project objective on the impact, (to promote an inclusive labour market in Cambodia by supporting job seekers with disabilities finding productive employment, with a special focus on youth and women), three main examples of results can be found in the final report by AF and FCA. Firstly, for the objective of having 75 job seekers with disabilities, of which at least 50 % should be women, and 70% aged below 35, employed during the project implementation period a number of 25 job seekers were achieved, where 15 were female and 10 men. In comparison to 20202021 when the total number of job seekers with disabilities being employed were 13, (6 females and 4 men). Secondly, for the objective of having 150 new job seekers with disabilities, of which at least 50% should be women, and 70% aged below 35, registered at NEA during the project implementation period a number of 177 (89 females and 88 men) were reached. In comparison to the year 20202021 when the number was 47 employed job seekers (16 gemale and 31 men). For the overall project objective on the outcome, (to strengthen the capability of NGOs and NEA supporting job seekers with disabilities finding productive employment, by supporting the role of young people as agents of change in the democratic development of the society) four outputs were reached were seven results are being provided in the final report by AF and FCA. For the output 1 an increased knowledge in vocational rehabilitation for managers and staff at NGOs, NEA and NISE four results are being presented. Firstly, the objective of having 30 individuals and at least 50 % women of NGO, NEA and NISE staff trained in vocational rehabilitation, a result of 23 trained individuals were achieved (11 females and 12 males). Secondly, the objective of having 80% of trained NGO, NEA and NISE staff demonstrating improved capacity on vocational rehabilitation a percentage of 60% were achieved (by estimations based on pre and posttests). Thirdly, the output of assessing a training manual for vocational rehabilitation was achieved. Fourthly, the output of completing a draft version of a new labour market programme for people with disabilities was achieved. Furthermore, for the output 2 an increased capacity of young people to act as agents of 30 young people and at least 50 % women where trained in constructive dialogue and empowerment AF and FCA reached 17 individuals (10 female and 7 men). For the output 3 increased knowledge in gender equality in relation to disability and its impact on living conditions 30 individuals and at least 50 % women staff from NGOs, NEA and NISE staff where trained in gender equality and reached 29 individuals (17 females and 12 males). For the output 4 increased knowledge in the role of labour market policy for an inclusive labour market 30 individuals and at least 50 % women of NGO, NEA and NISE staff trained in labour market policy a number of 25 individuals were reached (9 females and 16 male).
Overall objective The overall project objective (impact) is to promote an inclusive labour market in Cambodia by supporting job seekers with disabilities finding productive employment, with a special focus on youth and women. Project objective The project objective (outcome) is to strengthen the capability of NGOs and NEA to support job seekers with disabilities to find and keep productive employment and thereby support young people as agents of change in the democratic development of the society.
