The Carter Center and Liberia Election Observation Network (LEON) have applied to the Swedish Embassy for funding of 31 300 000 SEK to carry out the project "Strengthening citizen voices to advance electoral reform and democratic governance" during the period 2021-2024. The overall goal of this intervention is that by 2024, LEON will have increased capacity to operate independently and will have contributed to the strengthening of democratic elections, governance, and an informed citizenry through credible non-partisan and evidence-based citizen observation around elections and democratic processes. This project phase will focus on the following main areas of activity: 1. advocacy on electoral and constitutional reforms 2. monitoring the legislative branch to improve transparency 3. accountability, and citizen engagement 4. conducting discussion groups to ensure citizen input on legislative and government programs 5. conducting national surveys that generate results that can guide policy 6. facilitation of county-level discussions on key topics to address information gaps outside of Monrovia 7. observation of legislative by-elections and the 2023 national elections

Result
To summarize, the second year of implementation has overall been successful and LEON is on a good path towards achieving the objectives. Still, some challenges were encountered and handled by TCC/LEON. Examples of achievements during June 2022 - July 2023: - LEON continued to build its organizational and operational capacity. For instance with regards to programming, reporting, M&E, communication and financial management. - The implementation of the five-year strategic plan as well as the sustainability plan has continued. An important milestone for the period include the legal registration of LEON, which set in place the implementation of a new organizational structure. Another important part is the ability to attract additional funding from other donors - something which LEON has succeeded with after a positive response from EU on their proposal focusing on social media monitoring. - LEON updated several policies and procedures including by-laws, code of conduct, financial procedures and anti-corruption policy. In addition, a new constitution was finalized and signed. - A mid-term capacity building assessment was conducted which provided important information with regards to LEON's outstanding needs and gaps, which will be important for future capacity building and training efforts. - Although the status of the electoral law reform is currently unclear, LEON contributed to the progress of the amendment to the New Election Law being passed by the legislature and subsequent endorsement by the president (with some vetoed provisions). The amendment included a gender quota for party candidate nomination list, which was not vetoed by the president. LEON's contribution included advocacy and strategic stakeholder engagement. - LEON continued its election observation activities and observed important parts of the pre-election processes such as Civic and Voter Education (CVE), voter registration and political party conventions. LEON also built internal capacity around observation by participating in trainings and conducting study tours to other elections in the region. - LEON also continued to conduct surveys to provide the public with reliable information of national interest. During the period, four major surveys were undertaken focusing on challenges affecting women's political participation, factors contributing to invalid ballots, citizen perceptions of the National Liberian Police, and citizens baseline perceptions around the general elections. - TCC continued supported LEON to improve their communication, to increase their public profile as well as to increase LEON's capacity to engage with targeted audiences such as NEC, legislature, CSOs and political party leadership. As a result, LEON has gained a platform, increased in respectability and is a recognized source of trusted information. Coordination has improved, not least with Elections Coordinating Committee (ECC) with whom they have signed an MoU to ensure effective coordination and collaboration during their monitoring and observation activities.
The overall goal of this intervention is that by 2024, LEON will have increased capacity to operate independently and will have contributed to the strengthening of democratic elections, governance, and an informed citizenry through credible non-partisan and evidence-based citizen observation around elections and democratic processes. The intervention has two objectives: Objective 1: LEON has increased organizational capacity to manage projects and enhance their long-term sustainability. Objective 2: LEON is a credible and non-partisan organization that contributes to strengthening inclusive and participatory democratic processes and institutions in Liberia through programming in advocacy, election observation, surveys, and legislative monitoring.
