Blue Mediterranean Partnership (BMP) is an initiative led by EBRD enabling investment along the southern and eastern Mediterranean coast and around the Red Sea that develop the blue economy, protect biodiversity and contribute to emission reductions and climate change adaptation. Participating banks (AFD, EBRD, EIB, KfW, CdP) will be able to propose support for investments in the areas of e.g. water treatment, waste management, coastal tourism, marine renewable energy, sustainable ports and shipping, and climate adaptation of vulnerable coastal areas.

Result
The BMP partnership provides platform for coordination and source of blended finance to promote policy reform and investment in partnership with international finance institutions and in line with the objective of developing the blue economy in Mediterranean region. The primary objectives of the BMP are to:support sustainable blue economy investments that crowd-in public and private sector finance, enhance capacity on sustainable and innovative blue economy practices and in the design and delivery of projects and create and reinforce enabling environments for sustainable blue economy investments through the support and development of strategies, policies and regulatory frameworks. The core of the partnership revolves around the support to public and private investments in projects of regional relevance with the following thematic scope: i. Plastic waste reduction, including through circular economy, biodegradable and eco-design solutions with tangible impacts on ocean pollution prevention; ii. Sustainable marine food systems (e.g. aquaculture, algae and fisheries); iii. Coastal resilience investments, including nature-based-solutions; iv. Sustainable coastal tourism including ecosystem restoration and/or conservation; v. Sustainable marine mobility (shipping and ports, pollution prevention, decarbonisation and energy transition); vi. Marine renewable energy, with a specific focus on wind; vii. Waste water treatment (including sludge management) and storm water management located in coastal and/or riverine cities and regions with tangible impacts on ocean pollution reduction; viii. Solid waste management and circular economy (in particular separate collection and recycling of plastics and other recyclable materials), and any other related municipal environmental services located in coastal and/or riverine cities and regions with tangible impacts on ocean pollution reduction; ix. Projects addressing the climate/sea nexus; x. Projects increasing marine biodiversity and addressing legacy marine ecosystem degradation impacts and vulnerabilities, ultimately yielding tangible biodiversity benefits to coastal or marine areas; xi. Research, development, innovation and education focused on the marine environment (e.g. ocean monitoring); and xii. Other types of identified activities and investments that fit the purpose of the BMP, in line with the objective of promoting sustainable Blue Economy recovery and development. Support can be provided to investments through the deployment of grants (investment or incentive grants) or through technical assistance pre or post signing. Technical assistance can also be provided targeting policy reform strengthening the enabling environment for sustainable blue economy investments around the Mediterranean. Projects will be selected based on alignment with BMP thematic criteria, additionally, scalability, expected impact and maturity. A principle of minimal concessionary (or maximum leverage) will also be applied in the assessment of investments. Also, priority will be given to project that contributes to improved gender equality, provides benefits to vulnerable groups and deliver additional social benefits.
