Result
As an overview KULT is submitting a detailed LFA monitoring framework which lists outcome and output level indicator per each year of the project. In most instances planned indicators are exceeded. In the 3rd year of the program, one impact level achievement has been the active role KULT took in the drafting of the new Youth Strategy for the Federation of BiH. KULT is also continuing to draft municipal level strategies, with several of them being adopted. KULT's training programs continue its annual cycles, with a major indicator of success being that 37 out of 104 participants in training were candidates in the 2024 local elections. 17 training participants now hold office in municipal councils. Although it is indicative of long term impact, it is too early to make the claim. Sub granting in the 3rd year of the program included 12 organization which successfully completed the organizational capacity self assessment.
The CHANGE goal is to empower youth, youth civil society organizations and institutions for sustainable development of a youth framework in BiH and recognition of youth as the driving force behind positive change in BiH on its EU path. If youth civil society organizations (YCSOs) get support and build their capacities to establish sufficient linkages among each other; get support in diversifying funding sources; and improve their cooperation with authorities; if authorities in BiH build their capacities for taking a comprehensive approach to youth issues and if youth gain skills, attitude and knowledge on youth policy framework, then YCSOs will become more sustainable, effective, integrated, responsive, and accountable entities within their respective communities and BiH society; youth participation will increase and young people will be seen as a resource on Bosnia and Herzegovinas EU path. The CHANGE - Youth Leadership Programme toward transformative society takes a comprehensive approach that makes meaningful linkages throughout the following components and its activities: Component 1 Empowerment of youth leadership through capacity building Within this component, KULT and strategic partners will empower youth (both women and men and especially marginalized youth) to take a leadership role, coordinate, lead and cooperate with YCSOs and authorities in their communities. This will be done through educational training programmes, sub-grants to YCSOs and grants for local civic initiatives across BiH. Component 2 Empowering youth development through granting The programme will award and manage grants to local partners to develop advocacy initiatives for the development of youth framework in BiH. The programme support will include grants and capacity building for YCSOs included in the programme. KULT will endeavour to establish connections and collaboration of YCSOs with relevant decision makers and other youth civil society stakeholders. KULT will introduce a platform for sharing experiences and developing the youth work community of practice in BiH through training of youth officers and youth workers, dialogue among organizations and through the Annual Youth Conference. Component 3 Advocacy and lobbying The programme will support and award grants to YCSO initiatives advocating for the implementation of a youth legal framework in BiH and supporting the development of the youth sector. At the same time, KULT will implement long-term advocacy initiatives for and with all levels of governance in BiH.
