The contribution concerns an agreement with UN High Commissioner for Refugees (UNHCR) for activities in line with UNHCR’s Global Appeal for 2022. With its mandate to protect refugees, internally displaced persons, stateless and returnees, including possible resettlement solutions, UNHCR is a key partner within protection. UNHCR has an operational duty to protect people of concern (legal assistance, civil documentation, asylum etc.) and a normative duty as the “guardian” of the 1951 Refugee Convention. UNHCR is the main actor in all refugee crises, with an overarching coordination responsibility for the humanitarian interventions carried out by the UN and civil society organisations, not the least within the Global Protection Cluster. The organisation also cooperates with national and local authorities. Through the financial support to UNHCR 2022, Sida will contribute to the humanitarian response directed to refugees and internally displaced persons to strengthen their human rights and equality through the protection from violence, shelter basic needs (food, water, sanitation, health care etc.), education, etc. Sida also contributes to strategic coordination within the humanitarian system through UNHCR. The grant will be disbursed in the beginning of the year to allow UNHCR to plan and implement humanitarian activities (assistance and protection) without delay and with good planning.

Result
The agreement between Sida and UNHCR includes financial humanitarian support in selected crises in line with UNHCR's humanitarian appeals for 2025. Through the support to UNHCR in 2025, Sida contributes to assisting refugees and internally displaced persons with for example protection efforts against persecution and violence, shelter, basic necessities (food, water, hygiene, primary healthcare, etc.), education and more. With its mandate to protect refugees, forcibly displaced and stateless persons, ensuring their return, resettlement or integration into their host societies, UNHCR is a central partner in the field of protection. In addition to its operational role in the protection of refugees (legal assistance, issuing identity documents, right of asylum, etc.), UNHCR has a normative role in monitoring and interpreting the Refugee Convention. Within the humanitarian system, UNHCR is the main actor in all refugee crises, with overall responsibility for coordinating the humanitarian work of the UN and civil society organizations, not least in the area of protection. The organization also collaborates with national and local authorities. The support also contributes to strategic coordination within the humanitarian system through UNHCR. Sida's financial contribution to UNHCR in 2025 includes a total allocation of SEK 213,500,000. This humanitarian support from Sida is complementary to the government's annual core support to UNHCR. Sida earmarks the contribution to UNHCR at the country or regional level, but the support is flexible within this level in accordance with UNHCR s Global Appeal, including regional refugee appeals and response plans. UNHCR's global appeal is structured around UNHCR's global results framework 2022-2026 and the work takes place within 16 result areas. In 2025, support goes to efforts in the following countries/crises: Bangladesh, Cameroon, Chad, Colombia, Democratic Republic of Congo, Ethiopia, Yemen, Kenya, South Sudan and Uganda.
Avtalet mellan Sida och UNHCR möjliggör finansiellt humanitärt stöd i utvalda kriser i linje med UNHCR:s humanitära appeller för 2025. Genom stödet till UNHCR 2025 bidrar Sida till att bistå flyktingar och internflyktingar med bland annat skyddsinsatser mot förföljelse och våld, tak över huvudet, basförnödenheter (mat, vatten, hygien, primärsjukvård, etc.), utbildning med mera. Med sitt mandat att skydda flyktingar, tvångsfördrivna och statslösa, se till deras möjlighet att återvända, vidarebosättas eller integreras i sina värdsamhällen, är UNHCR en central partner inom skyddsområdet. Utöver sin operativa roll i skyddet av flyktingar (juridisk hjälp, utfärda identitetshandlingar, asylrätt, etc) har UNHCR en normativ roll i övervakning och tolkning av flyktingkonventionen. Inom det humanitära systemet är UNHCR huvudaktören i alla flyktingkriser, med övergripande samordningsansvar av FN:s och civilsamhällsorganisationers humanitära arbete, inte minst inom skyddsområdet. Organisationen samarbetar även med nationella och lokala myndigheter. Stödet bidrar även till strategisk samordning inom det humanitära systemet genom UNHCR. Sidas finansiella bidrag till UNHCR 2025 omfattar totalt 213 500 000 kronor. Sida beslutar om detta stöd som ett komplement till regeringens årliga kärnstöd. Sidas stöd går till utvalda kriser som omfattas av UNHCR:s globala appell, inklusive regionala flyktingappeller och responsplaner. UNHCR:s globala appell är strukturerad runt UNHCRs globala resultat ramverk 2022-2026 och arbetet sker inom 16 resultatområden. Sida öronmärker genom avtal bidraget till UNHCR på land- eller regionnivå men stödet är flexibelt inom denna nivå. Under 2025 går stödet till insatser i följande länder/kriser: Bangladesh, Colombia, Kamerun, Demokratiska Republiken Kongo, Etiopien, Jemen, Kenya, Sydsudan, Uganda och Tchad.
