The overarching objective of the intervention is to contribute to preserving human, social, and local institutional capital in a context of multi–dimensional crisis. Specifically, the objectives of the intervention are: a) to safeguard a minimal functioning of basic services for the Afghan population in complementarity with humanitarian relief efforts; and b) to safeguard critical livelihoods of the population. The aim is to achieve this through a direct, integrated, multisectoral and decentralized response that targets the most vulnerable groups in the country, including women, children, elderly, internally displaced and the disabled. A successful implementation of the programme would entail that lives and livelihoods are saved, as well as strengthened coping capacities and resilience among local communities in Afghanistan towards natural disasters. The integrated response is set to be delivered in the form of four mutually reinforcing components. These are: a) provision of essential services; b) safeguarding community livelihoods and local economic activities; c) protecting farm based livelihoods from natural disasters; and d) strengthening local community resilience and social cohesion. The four components will be implemented simultaneously in a circular configuration in order to maximize impact. The geographic coverage of the programme is all the 34 provinces in Afghansitan clustered into eight administrative regions. Separate and tailored programme strategies have been developed for each region, considering their specific needs and characteristics. Furthermore, the contribution complements the ongoing humanitarian support to Afghanistan through a nexus approach (humanitarian-development-peace-building), in the sense that it combines improved access to basic social services, strengthened resilience for vulnerable groups, local peace-building, social safety nets and the restoration of small-scale social and economic infrastructure to improve people's livelihoods and their ability to support themselves.

Result
At the strategic level, the STFA has during its short existence, grown into one of the major financing and coordination instruments for Basic Needs within the configuration of the UN Transitional Enagement Framework (TEF) for Afghanistan. It is the only non-humanitarian platform for streamlined UN joint nexus programming, funding and follow-up in Afghanistan. In a nutshell, 17 PUNOs have come together through the STFA and are jointly designing, planning, implementing and following up interventions based on their comparative advantages. Prior to the STFA, such a platform did not exist. However, as in any other joint venture, there has been a teething process and the STFA has been struggling in carving out its identity in the new context in Afghanistan, as well as acquiring long-term funding commitments from its donors. The latter is linked to the uncertainties created by the DFA takeover in Afghanistan. At the operational level, over 3,6 million beneficiaries were reached by the PUNOs and their implementing partners during 2022. The essential services provided to these beneficiaries have been key to their continued survival and human rights, amid the absence of a legitimate government to provide those. The fact that 46,2% of the beneficiaries were females is also a significant achievement. It is a testimony to the excellent community outreach activities carried out by the PUNOs and their implementing partners, despite the ultra conservative values that prevails in Afghan rural communities, as well as the multi-faceted restrictions imposed on women and girls by the DFA. The biggest negative occurance that impacted the contribution so far is the sudden and significant deterioration of the operational environment in Afghanistan, which has become harder to predict. Particularly, the extent to which the DFA are willing to exclude women and girls from all the political, economic and social spheres of life has been astonishing. Hence, a significant amount of time and resources were spent in adapting and finding innovative solutions to ensure that women and girls are not excluded from projects funded by the STFA. This is was done in accordance with the principles agreed upon by the Afghanistan Aid Coordination Group (ACG), which includes UNAMA, Multilateral Banks, and the donors. These principles are based on the fundamental aspect of non-discrimination of women and girls in Afghanistan.

Specifically, the objectives of the intervention are: 1. To safeguard a minimal functioning of basic services for the Afghan population in complementarity with humanitarian relief efforts; 2. To safeguard critical livelihoods of the population. The programme recognizes that while humanitarian life-saving assistance is essential to address urgent needs, it must be simultaneously accompanied by measures to reduce displacement and the rapid rise of the humanitarian case load. The aim is to achieve this through an integrated, multisectoral and decentralized response that addresses multiple vulnerabilities simultaneously to avoid the socio-economic collapse of the country. After a successful implementation, the programme is expected to have contributed to decreased number of people requiring humanitarian assistance by having saved lifes and livelihoods, as well as strengthened coping capacities and resilience among local communities in Afghanistan.
