Result
Examples of results under this first phase of the MDTTF were the following (as of March 2024): Pillar 1: Capacity Building Activity 1: Building Sustainable Capacity for PFM and Procurement Reforms Analytical studies and delivery of capacity building to the Parliamentary Committee on Finance and Economic Planning (CFEP) contributing to the budget being approved one month sooner than in the last financial year. Activity 2. Strengthening Macroeconomic Management and Macroeconomic Statistics Generation capacity Drafting and launch of World Bank flagship diagnostics for South Sudan: The South Sudan Economic Monitor and to four technical notes that inform Public Finance Review in South Sudan. The grant has improved the capacity of the South Sudan National Bureau of Statistics around the Consumer Price Index (CPI) including data compilation, index computation procedures involved using price data, and reporting of the CPI statistics. Activity 3: Strengthening the Capacity of the Bank of South Sudan Delivery of (1) Basel Core Principles (BCP) Assessment, and (2) Stocktaking report on Microfinance and Insurance Sectors. Both diagnostics informing preparatory work on World Bank Financial Sector pipeline projects as well as sector analysis that will provide the basis for making recommendations to the Government of South Sudan on specific financial sector policy reforms. Activity 6: Building Water Security and Resilience to Climate Shocks Support to the Ministry of Water Resources and Irrigation (MWRI) for the development of design and technical standards aimed at enhancing the resilience of water infrastructure, and thorough review of the Terms of Reference to provide recommendations to the Ministry of Water Resources and Irrigation (MWRI) for flood control structures. Pillar 2: Enabling environment Activity 3: Resilient and Inclusive Cities Initial data collection and analysis to prepare a series of background papers that will culminate in a comprehensive report. These papers will guide the MDTTF teams work on strengthening of government capacity and understanding of the role of cities, including strengthened urban resilience against various shocks. Activity 4: The Political Economy Analysis of the Livestock Sector in South Sudan Production of an analytical study to identify opportunities and challenges within the livestock sector, including political, cultural, and conflict related barriers. This study will underpin a planned policy review
The objective of the South Sudan Multi Donor Transition Trust Fund (MDTTF) is to provide targeted funding to support institutional capacity building and create an enabling environment for strong, inclusive economic growth, and to serve as a platform for coherent policy dialogue between Government of South Sudan (GoSS) and development partners on reform priorities. The MDTTF seeks to pursue these objectives by channeling resources towards specific technical assistance and analytical activities that do not currently receive, or have a pathway for receiving, financing from alternative sources including IDA project financing. The outcomes of the MDTTF is expected to contribute to better governance, strengthen the social contract between civilians and the state, and lay the foundations for durable peace and sustainable development, which is in line with Sida's priorities in South Sudan.
