Result
During the second year of the project are completed 15 missions, 2 study visits, 11 digital meetings and 1 webinar. Some of the key results achieved so far are: 1. The educational method on "train the trainer" is tested and introduced within the areas of Integrity Culture and Audit. 2. Establishment of Compliance Risk Managment (CRM) processes within the Albanian Tax Authority including the setting up of a pilot on risks regarding newly registered businesses and tourism sector. 3. Support to the Tax payer services department to work with plain language and the Call Centers. During the year, a new income tax law was implemented in Albania, and work was foccuessed on getting information out to taxpayers on the GDT website in various ways. A collaboration has been established between the communications department and the Call Center, where the Call Center contributes with insights into the most frequently asked questions (FAQ). Based on this, a FAQ has been compiled and published on the website. 4. Support to the GDT audit skills on controlling the tourism sector. STA has introduced development based on the customer's perspective and not the authority's, i.e. developing by service design methods. Thus, the work in the Business Processes component has mainly been focused on the work with the Tax Test", a questionnaire to be published on the website. By answering questions, citizens will find out whether they need to submit an income tax return (DIVA) or not, which makes it easier for those who need to submit a tax return for the first time.
The main Objective of the Project is to support the General Directorate of Tax in Albania in achieving the development and progress needed based on the Medium Term Revenue Strategy 2022-2026. To support this desired change, there will be three Project Objectives: 1. Improve Good Governance: - The GDT has improved its capacity to promote good governance by e.g. improve efficiency and accountability in business and prevent corruption. - The GDT has started to analyse and tackle, wherever possible, the gender issues identified within the taxpayers community and also the tax administrations employees. 2. Strengthen Voluntary Compliance: - The GDT has strengthened its capacity to plan, prioritize and organize work processes based on Voluntary Compliance. 3. Strengthen Business Development & Capacity Development: - The GDT has strengthened its business development processes and its capacity development
