Result
The project has recently kicked off. As of now, the project prepared the annual working plan and started the procurement of consultancy services. It is therefore to early to publish any results. The Annual Conclusion on Performance of the support to UNDP in running out the project - Supporting moldovan authorities for the sustainable management of the Nistru River, that was made on 18 July 2024. In summary it concluded that: The activities planned for 2023 were mostly conducted; those actions that were commenced in 2023 will be done in 2024 in the planned amount. All activities contributed to the achieving of the planned indicators for 2023 of the UNDP Work Plan and budget and contributed partly to the achievement of the planned indicators of the Outcomes. Overall, the project team has worked on many areas in supporting the Ministry of Environment, such as: contracting the national and international consultants and experts involved in developing or/and adjusting the legal framework, arranging meetings related to transboundary issues, organizing events related to promoting the protection of the Nistru River, etc. _________________________________________ During the 2024 year, the project has achieved meaningful results in all 4 components, as following below: COMPONENT 1. Enhancement of water related regulatory framework The project supported amendments to the Regulation on the Development and Revision of River Basin District Management Plans to align with EU Directive 2000/60/EC and Water Law No. 272/2011, approved by Government. Additionally, three methodologies were developed to improve water pressure analysis, hydromorphological monitoring, and classification of water bodies, approved by Government Decisions in 2024. The project also supported the development of methodologies for classifying ecological status and potential. These efforts enhance compliance with EU WFD requirements, improve water resource management, and strengthen Moldova's regulatory framework. Additionaly, AO Oikumena developed a roadmap for implementing priority measures in the Dniester River Basin District, endorsed on October 11, 2024, focusing on water quality, climate change adaptation, and reducing hydromorphological pressures. Lastly, the project provided legal assistance to the Ministry of Environment for screening the transposition of EU water-related legislation into Moldovas national framework. COMPONENT 2. Elaboration of the 2nd Management Plan for the Dniester River Basin District Under this component, AO Oikumena held public consultations on the draft 2nd Dniester River Basin District Management Plan (RBDMP) with stakeholders from the Left Bank of the Dniester. Based on the feedback received, AO Oikumena updated and finalized the document, emphasizing the Program of Measures for managing the Dniester River Basin District (2024-2029). The revised draft was then prepared for submission for official endorsement by the relevant public authorities. AO Oikumena assisted the Ministry of Environment in preparing the official endorsement package for the 2nd Dniester River Basin District Management Plan (RBDMP), including the draft Governmental Decision and an Informative Note. The endorsement process occurred in two rounds (April 15-30, 2024, and June 6-16, 2024), involving review, verification, and approval by relevant institutions. After completing the endorsement, AO Oikumena synthesized objections and proposals from institutions, incorporated final updates into the draft, and compiled a report on public consultations. The Cabinet of Ministers approved the final version of the 2nd Dniester RBDMP through Government Decision No. 70 on February 19, 2025. COMPONENT 3: Support provided to Moldovan water management authorities in sustainable management of Dniester River, both at national and transboundary / international levels The third component is the most extensive in terms of workload and achievements during 2024, as it primarily focuses on assisting Moldovan water management authorities in the sustainable management of the Dniester River, both nationally and internationally. Under this component, the project engaged international hydropower consultant Ionel-Zlate Podani to independently assess the 2022 and 2023 research reports on optimizing the Dniester River Spring ecological release, developed by NGO Eco-Tiras. The project also provided technical and logistical support for the 5th Meeting of the Moldovan-Ukrainian Joint Commission on November 28-29, 2024, in Costeti, focusing on transboundary water management and sustainable development. Additionally, Podani supported the Moldovan delegation in preparing amendments to the Dniester Hydropower Complex operational rules. The project covered interpretation services for two Moldova-Ukraine ministerial meetings in May 2024 and transportation costs for the Black Sea Stakeholder Conference in September 2024. Under Activity 11, the project contributed for the Joint Legal Working Group meetings, facilitating discussions on sustainable use and protection of the Dniester River Basin. The project also supported the Moldovan delegation in developing amendments to the operational rules of the Dniester Hydropower Complex. It funded the Moldovan delegation's participation in the XIX Meeting of the Plenipotentiaries of Moldova and Ukraine, focusing on transboundary water management and joint commitments. The project organized three regional meetings of the Dniester River Basin District Committee, fostering collaboration and endorsing the Roadmap for Implementing Priority Measures Without Financial Coverage. Additionally, the project supported a study visit to France for members of the Dniester River Basin District Committee to learn about successful water resource management practices implemented by the Comité de Bassin Artois-Picardie and water authorities in the Picardie Region. Hosted by the Artois-Picardie Water Agency (APWA), the visit focused on river basin governance, financial mechanisms for water management, wastewater treatment systems, and wetland conservation. Participants explored water abstraction and protection measures, nature-based solutions, and institutional frameworks relevant to Moldovas EU accession process. It also organized the Dniester Youth Summer School 2024, in Malovata Nou, engaging 70 young participants from both banks of the Dniester and Ukraine in transboundary water cooperation and environmental governance. Important to highlight, that the project supported the Eco-Media Academy, which engaged 140 students across multiple universities from September to November 2024. Participants received theoretical and practical training, including mini-expeditions, field visits, and a creative contest, enhancing their ability to document and report on environmental issues related to the Dniester River Basin. The project organized the Dniester Day Fest 2024, promoting sustainable water management and cross-border cooperation. An awareness campaign titled "Protecting small rivers, protecting our future!" highlighted the risks to the Dniester River's tributaries and raised public awareness. Also, the project contracted Cart Engineering SRL to inventory and assess dams within the Dniester River Basin District, ensuring data accuracy and completeness. The projects efforts contributed to enhanced transboundary water management, environmental protection, and sustainable development in the Dniester River Basin. COMPONENT 4: Implementation of the on-the-ground activities to improve current ecological conditions of the Dniester River Under this component, an international and one national consultant assessed the feasibility of an automatic surface water quality monitoring station near Unguri, concluding it would not serve its purpose, leading to the project's abandonment. Activity 23 (1) involved contracting a hydrology consultant to support the selection and procurement of automatic water level monitoring stations, adjusting locations and specifications to enhance monitoring capabilities. Activity 23 (2) saw the launch of a tender for additional equipment, with an extended submission deadline. Eco-Tiras NGO continued data collection for the Dniester River Spring Ecological Discharge Optimization Study, revealing negative impacts on fish reproduction due to water level fluctuations. Activity 27 assessed the feasibility of the Water Quality Laboratory conducting Priority Substances Research Monitoring, leading to a redesigned approach with fewer sampling sites. Activity 29 launched an international tender for a laboratory to conduct surface water sampling, with deadline extensions. Activity 32 (1) engaged consultants to develop technical specifications for implementing the Fats, Oils, and Grease (FOG) Methodology in surface water analysis, with ongoing procurement processes. Activity 35 (2) contracted Entegra Plus SRL to develop technical specifications for drones, fish-finder devices, cameras, and tactical equipment for the Inspectorate for Environmental Protection (IEP). The procurement process was launched on September 6, 2024, with the final submission deadline on October 25, 2024, and contracts signed on February 6, 2025. The project supported various activities, including public consultations, stakeholder engagement, and technical assessments, to enhance water management and monitoring in the Dniester River Basin. Efforts included optimizing discharge management, improving water quality monitoring, and modernizing equipment. The project also facilitated international collaboration and knowledge exchange through study visits and meetings. Overall, these activities contributed to sustainable water governance and environmental protection in the Dniester River Basin.
The Overall Objective of the project is to increase the capacity of the Moldovan Government to sustainably manage the Dniester River basin, both at national and transboundary levels. The Specific Objectives are: To ensure that Moldova has an adequate regulatory framework for the sustainable river management on the basis of basin wide approach. To provide the Moldovan Government with a comprehensive and realistic Management Plan for the Dniester River Basin District, updated for the next management cycle in compliance with the Water Framework Directive (WFD). To provide continuous support for enhancement of capacities of national authorities responsible for water management, as well as Moldovan representatives under joint Moldovan and Ukrainian bodies tasked with cross-border management of the Dniester River Improvement of ecological conditions of the Dniester River. The strategy of the project Support to the Moldovan authorities for the sustainable management of the Dniester River is to improve environmental and social conditions in the Dniester River Basin District (RBD) through enhanced management of water resources on the basis of updated regulatory framework, comprehensive and reliable river basin management planning, improved water management institutional capacities and practical environmental activities on the Dniester River. The Project consists of 4 (four) Components as follows: Component 1. Enhancement of water related regulatory framework Component 2.
