Result
The SJFs objective is to contribute to the results of Sweden's Development Cooperation Strategy for Somalia, 2018 to 2022, extended to 2024 through the acceleration of the UNs contribution to sustainable, peaceful development in Somalia. SJF aims to achieve this by positioning itself as a platform for joint policy and strategic dialogue that is translated into and informed by high quality and flexible programming across seven priority windows: 1) inclusive politics; 2) rule of law; 3) human rights; 4) climate and resilience; 5) local governance and stabilization; 6) economic development; and 7) social development. By the end of this intervention, SJF is expected to have contributed to addressing the underlying drivers of conflict to strengthen social cohesion while creating a more sustainable and inclusive environment for sustainable peace and stability. The expected outcomes, per funding window are: 1. Inclusive politics: Contribute to the political trust and collaboration between national and sub-national political actors restored with agreements around core political settlement issues codified in a final constitution; sub-national level conflicts and dynamics resolved and reinforced by federal level agreements; and relationships between citizens and public institutions regularized and more active, with increased accountability to citizens by public institutions. 2. Rule of Law: Contribute to strengthened security and rule of law institutions, improved accountability mechanisms and legal frameworks; greater accessibility and responsiveness of institutions in empowering communities to address underlying causes of insecurity and conflicts as well as endemic violations of human rights and marginalization to be ensured by efficient civilian oversight of security and rule of law institutions. 3. Human Rights: Contribute to increased human rights protection frameworks for Somalis, especially for the vulnerable and marginalized; rights and needs of Somali communities command the strengthening of security and rule of law institutions; Anti corruption efforts, mitigation of duplication and stakeholders' comparative advantages maximized. 4. Climate and Resilience: The proportion of vulnerable Somalis with scaled up and sustained resilience against environmental and conflict related shocks is increased, based on better management of life cycle risk, food security and better nutrition outcomes; the capacities of local, national, and customary institutions and communities are strengthened to achieve durable solutions and increase the resilience, self reliance, and social cohesion ot urban communities affected by displacement. 5. Local Governance and Stabilization: Contribute to increased percentages of districts that have representative district councils which include growing percentages of women leaders; local authorities meet their basic recurrent costs and increasingly budget and expend funds for services; and local authorities have clear mandates on what their roles are to support basic services in partnerships with state and federal authorities. 6. Economic Development: Contribute to strengthening economic governance institutions; an enabling environment established for inclusive, sustainable, and broad based economic growth driven by the emerging small and medium sized enterprise sector; natural resources are sustainably managed and binding constraints addressed in key productive sector value chains, ensuring enduring productivity gains, increased value addition and enhanced opportunities for decent work. 7. Social Development: Contribute to increased number of Somalis, especially the most vulnerable and marginalized, benefiting from equitable and affordable access to government led and regulated quality basic social services at different state levels.
