Result
This summary is based on the URTF Annual report 2024 (Archive case 22/00163164), unless otherwise stated. The trust fund has been efficient in mobilising financing for immediate relief and capacity building under pillar 1 of the results framework (330 million USD). The frame work projects have delivered very concrete results such as compensation for renovation of damage houses, children have received vaccinations, people suffering from mental health issues have received treatment Initiatives under pillar 2 helped leverage 2,6 billion USD for long term recovery and and institutional strengthening (both loans and grants). The scale of operations is considerable and the World Bank estimates that 20 million Ukrainians had been reached (for example through salaries to teachers being paid on time) through relief operations such as the PEACE budget support, framework projects and reform oriented programs. It should be noted that for the larger programmes, the URTF is not the sole source of funding. In many cases URTF financing constitutes a lesser share compared to for example IBRD loans. Results achieved under the five framework projects: Energy sector, the REPOWER project: On the subcomponent to support electricity transmission infrastructure, REPOWER delivered 21 auto transformers to the state owned electricity transmission company Ukrenergo by early April 2025, with the remaining autotransformers and equipment being scheduled for delivery before November 2025.* REPOWER has disbursed 34 million USD and committed another 51 million USD for transformers, power equipment and specialized machinery. The remaining 115 million USD is allocated for constructing 45 protective shelters for autotransformers, with 15 shelters 90% completed by the end of 2024. On the sub-component to provide equipment to district heating, REPOWER concluded most contracts for emergency heating equipment and contracts for gas connection equipment by December 2024. The first delivery, consisting of 8 truckloads of polyethylene and steel pipes, arrived in Kharkiv on December 12. Health sector, the HEAL project: The following results were achieved in service delivery: - More than 5.2 million doses of essential childhood vaccines were provided to children. - Nearly 5.9 million people have received expanded primary health care examinations. - More than 454,000 people have received mental health services. - More than 473,000 people completed a course of rehabilitation services. - More than 1.5 million people were provided subsidized medicines under the Affordable Medicines Program. - Nearly 4,000 PHC professionals were trained in providing care for survivors of gender based violence. In the health care reconstruction work the following are examples of results achieved: - Sixty mental health safe spaces were being created in primary health care settings, along with eight rehabilitation departments, to increase community level access to these services. - More than 3,000 pieces of rehabilitation equipment have been delivered to 194 healthcare facilities in 22 oblasts. - For power supply resilience, 130 primary health care centers in 19 oblasts were being equipped with solar photovoltaic power stations. Housing sector, the HOPE project: Under component 1 Repair of Residential Units with Partial Damage more than 115,000 applications were submitted to the compensation program. More than 78,000 affected households (representing more than 156,000 people) received 210 million USD in compensation to repair their homes. Agriculture sector, the ARISE project: This project aims at maintaining an nclusive agricultural production in Ukraine. The project have delivered above the set targets. It has been key for mobilising funding for the agricultural sector. Public support channeled through the project leveraged more than 2, 6 billion USD in private capital (quite far above its target of USD 1,5 billion). It provided access to affordable credit for approximately 10 000 commercial farmers and 23 000 small-scale (in a Ukrainian context) farmers were provided with grants. Both the loans and the grants helped maintain agricultural production on more than 10, 8 million hectares of land against a target of 8.1 million hectares. Transport sector, the RELINC project: The overall objective of this project is to mitigate the immediate impact of the disrupted transport networks on Ukraine's population and economy. With equipment procured through RELINC , Ukrainian Railways has been able to restore train service between regions and within liberated territories, which previously had been cut off. Through the supply of 200 flatbed wagons to transport containers, Ukraine's cargo and export capacities has increased substantially. *World Bank 20250401, Disclosable Restructuring Paper Restoration Project of Winterization and Energy Resources (REPOWER), p.2.
The overall objective of the URTF is to assist the government of Ukraine to: 1) sustain its administrative and service delivery capacity and conduct relief efforts; and 2) plan and implement Ukraine's recovery, resilient reconstruction and reform agenda. Through the formulated preference in the administrative agreement Sida will seek to especially contribute to: - Increased capacity to ensure emergency heat and electricity supply for people and institutions in Ukraine. - Enhanced, life sustaining domestic heating and hot water heating for domestic dwellings and key institutions in Ukraine. - Re-established functionality of electricity transmission and distribution within Ukraine. - Restored ability to trade electricity between Ukraine and Europe.
