Den svenska regeringen har gett Sida i uppdrag, i det reviderade regleringsbrevet till Sida, daterat den 1 december 2022, att kanalisera 40 mkr till Moldova Emergency Response, Resilience and Competitiveness Development Policy Operation (Emergency Response MDTF) som leds av Världsbanken. Emergency Response MDTF är tänkt att kanalisera budgetstöd till den moldaviska regeringen genom en blandning av IBRR- och IDA-lån samt gåvomedel. Genom denna facilitet planerar Världsbanken att stödja fortsatta reformer i Moldavien inom ett antal nyckelsektorer. Ett förväntat resultat av detta stöd är att kapaciteten för förnybar elproduktion som auktionerats ut till privata aktörer ska öka från 0 MW 2021 to 40 MW 2024. Emergency Response MDTF inkluderar flera DPO:er, DPO1, DPO och DPO2. Medlen i den här insatsen kommer att kanaliseras till DPO2 som kommer att bygga på de framsteg som gjorts under DPO1, och en bedömning av de utlösande faktorerna för DPO2 som identifierats i PDO1. Bedömningen av de utlösande faktorerna för DPO2 kommer att äga rum som en del av förhandlingarna mellan Världsbanken och Moldaviens regering i februari 2023. Det befintliga programdokumentet, vid tidpunkten för beredningen anger målen, indikatorerna och riskerna för DPO1. Sida gör bedömning att insatsen är relevant för genomförande av Reformstrategin för Östeuropa och då särskilt de följande målområdena: Mänskliga rättigheter, demokrati, rättsstatens principer och jämställdhet, Miljö- och klimatmässigt hållbar utveckling och hållbart nyttjande av naturresurser samt Inkluderande ekonomisk utveckling. Baserat på gjorda centrala bedömningar av Världsbanken finner Sida att banken har god kapacitet att skapa förutsättningar för insatsens måluppfyllelse och god intern styrning och kontroll.
The overall goal of the contribution is to support the Moldovan government, through budget support to; 1) mitigate the impact of the war in Ukraine on refugees and households; and 2) build resilience and enhance competitiveness to reduce vulnerability to future shocks.
