SALAR/Swedish Waste Management Association: Ukraine design phase

This project was a preparatory project where SALAR and Avfall Sverige analysed the situation pertaining to municipal waste management in Ukraine with the purpose to develop a longterm programme proposal. This goal was achieved with the submission of a comprehensive programme proposal in March 2024. Sida subsequently appraised and decided on support for a 3-year Municipal Waste Management programme in Ukraine in July 2024.

The overall objectives of SALAR/Avfall Sverige (Swedish Waste Management Association) pre-study are: • To develop a general systemic overview and situational analysis of the current situation in Ukraine related to the municipal solid waste management sector; • To map both current and long-term needs, ongoing reforms and legislation, other relevant actors (national as well as international), in order to understand where Swedish support could add most value both in short and long term perspectives in the municipal waste sector; • To establish sound relationships with potential key-partners at both local, regional and national levels including the relevant key-ministries in Kyiv; • With a basis of the pre-study, propose and describe a suitable multi-year programme in support of relevant focus areas for the municipal solid waste management sector, which are clearly embedded across both national and local context and needs, and in line with agreed Swedish and Ukrainian priorities and strategies;
