Result
The support to key coordination and expert functions has been important for the UNs smooth bridging between the UNDAP II and the UNSDCF. A final progress report for the Tanzania One UN Fund 20072023 was also produced in a satisfactory way. More details about the results reported are summarised under Sida's contribution agreement for the UNDAP II (51170098) The Results Based Management specialist function has continued to be housed at the RCO. Its been coordinating the inputs of 24 UN agencies as well as supporting UNSDCF programming planning, monitoring and reporting milestones. Key results during the reporting period include: - UNSDCF 2022/23 Joint Work Plans annual review, leading to endorsement by the UNSDCF Joint Steering Committee. The UNCT 2022/23 report was published. - UNSDCF 2023/24 annual joint work planning, leading to developed annual joint work plans being endorsed by the UNSDCF Joint Steering Committee. - Updated UN Common Country Analysis in 2023, concluding the UN analysis of key developments across various socioeconomic sectors and disseminating this to government and development partners. - Localization and implementation of the SDG Output Indicator Framework for the UNSDCF, in alignment with the global compendium of indicators for UNSDG global reporting to member states. - Secretariat to the InterAgency Programme Coordination Group (PCG) and chairing of the UNSDCF Monitoring, Evaluation, and Learning (MEL) Group. Especially the UN MEL working group has increased understanding of RBM principles and integration of LNOB and HRBAP in the programme cycle of UN agencies (30 UN staff members). UN agencies now have a repository of studies and surveys being implemented across the cooperation framework. The Gender and LNOB Coordination functions housed at UN Women has worked for UN systemwide efforts to address LNOB primarily through the use of Gender Responsive Planning and Budgeting Tools. Key results from the reporting period include: - Establishment of coordination mechanisms for genderresponsive budgeting (GRB) chaired by Ministry of Finance and cochaired by Ministry of Gender. The mechanisms became operational with a view to embed GRB in the governments planning and budgeting processes as well as the PFM reforms. - Improved capacity in gender responsive planning and budgeting of 55 staff members from the Ministry of Finance, Ministry of Community Development, Gender, Women and Special Groups, and more. GRB guideline also developed for government officials responsible for formulating and developing national and sectoral budgets. - Gender Responsive Planning and budgeting was integrated in the Budget guidelines 2024/25 issued by the Ministry of Finance both in mainland and Zanzibar. In Zanzibar, six ministries have prioritized to advance sectorial mainstreaming of Gender Responsive Planning and Budgeting with a particular focus on key sectors: education, agriculture, the blue economy. Mainland budget guidelines 2024/25 include specific GRB guidelines for central and local government, for example certain Councils to allocate a minimum of 40 percent of revenues to development projects that include loans for women, youth, and persons with disabilities. - Secretariat to the UNCT Gender Equality and Human Rights Coordination Mechanism (GE&HRCM), the UN interagency space convened to galvanise coordinated action on key GEWE and human rights issues. - Capacity strengthening of UN programme staff on applying the gender equality marker (GEM) that tracks investments in gender equality and womens empowerment. Twenty programme staff underwent training and conducted a quality assurance review on applying the GEM within the UNSDCF 2023/2024 Joint Annual Workplans. - 2023 Annual Report for the UNCTSWAP Gender Equality Scorecard, indicating areas of progress and recommendations for further action. UN decision on a new comprehensive assessment to be undertaken in 2024 of the UNCTSWAP scorecards, to set a new baseline and action plan within the current UNSDCF on the accountability towards gender mainstreaming.
The country framework that follows UNDAP II in Tanzania is called the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2022-2027 and was launched by mid 2022. Just as the UNDAP II, the UNSDCF is designed to strengthen the coherence and effectiveness of the UN system at national level and contribute to Tanzania's work for sustainable poverty reduction and the realization of human rights. The embassy's assessment is that inter-agency coordination functions remain as important resources for coordinated and coherent work of the UN Country Team implementing the UNSDCF, efficient implementation of the "Leaving No One Behind" (LNOB) commitment and the UNs overall programmatic and policy coherence. Effective interagency coordination is also assessed as important in ensuring a successful bridging between the UNDAP II framework and the UNSDCF. To ensure continuity of key interagency processes, this appraisal suggests that Sweden will continue to support the UN in maintaining three of the previously four funded positions throughout 2023. The positions will enable uninterrupted support to the UN Programme Coordination Group (PCG), Monitoring, Evaluation & Learning Group (MEL), and the Gender Equality and Women Empowerment and Human Rights Coordination Mechanism. The three positions to be supported are: - Results Based Management Specialist (housed at the RCO) - Gender and LNOB Specialist (housed at UNW) - Womens Political Participation and Leadership Coordinator (housed at UNW). Key expected achievements by the three financed positions during the agreement period will include: - final reporting on the One UN Fund under the UNDAP II, - joint reflections with the government on the results of the first year of the UNSDCF, - joint planning with the integration of the LNOB, gender equality and women's empowerment and human rights principles in the UN's work, - coordination of coherent implementation. The focus areas of the proposed positions are relevant to priorities set out in the strategy for Swedish development cooperation with Tanzania 2020-2024 and its result areas 'Human rights, democracy, the rule of law and gender equality' and 'Inclusive economic development'.
