Swedish Penitentiary and Probation Service - Moldova 2023-2027

Embassy in Chisinau initiated a dialogue with the Swedish Penitentiary and Probation Service (SPPS) to support Moldova in its reforms in the penitentiary sector. In 2021, the agency conducted a fact-finding mission in Moldova to assess what needs could be addressed potentially within a bilateral cooperation with the Moldovan corrections system. In, 2023, Sida approved an inception phase of the collaboration for a long-term program, which represents an important step to build sustainable prison and probation services in Moldova. This is a short¬-term inception phase intervention of a long-term development project between Moldova and Sweden. The goal of the project is to improve the Human Resources management system by developing a recruitment process, develop a structure for capacity building and contribute to a supportive organizational culture. These interventions aim to contribute to building a strong foundation for the prison and probation services as an attractive employer and to improve treatment of prisoners. The project will focus on three areas; development of a quality¬ensured recruitment process, develop a structure to build competence and capacity and contribute to a supportive organizational culture. In a broader development perspective, the project aims to contribute to a well¬functioning security sector in Moldova, that will operate based on EU ¬standards and best practices.
