Result
Some of the results so far include: Community Policing: - A national community policing concept, along with an associated manual and checklists, was developed through a participatory process with working groups comprising representatives from various departments within the MoI and the PSB. - 18 instructors trained in Community Policing for managers. Juvenile Justice: - An assessment of the situation concerning child investigations in all eight SIAs in North Macedonia. - The initiation of systemic improvements for juvenile investigations, including standards for interview rooms and forensic interview techniques.
The project will focus on enhancing the capacity of North Macedonian Police to meet international best practices and human rights standards in juvenile justice and community policing practices. The theory of change is based on the presumption that the development of a democratic police service in the long term will contribute to enhanced public trust in the police, improved safety and security in communities and lower levels of corruption in the police service, as well as contribute to a lower number of committed crimes and assist in the fight against organised and trans-border crime. Within the component of Community policing the objective is to improve crime prevention and the response to community safety needs. Within the component of Juvenile Justice, the objective is to improve investigations of juvenile cases, with a particular focus on interviews of children in contact with the law, ensuring they are carried out in accordance with international professional and human rights standards. Expected results within Juvenile Justice are 1) Legislation and regulatory framework aligned with international standards, 2) System for specialised training on Juvenile Justice established, 3) Improved organisation, structure and facilities for juvenile justice cases and 4) Improved stakeholder coordination. Expected results within Community policing are 1) Enabling legal and regulatory framework for community policing, 2) Strengthened MoI training system for community policing training, 3) Enhanced information security and protection of staff working with sensitive information and 4) Improved systems and tools for community policing.
