Result
Under the lead of Diakonia's regional office in Kenya, the programme 'Promoting Domestic Resource Mobilisation Sub-Saharan Africa' was implemented with support from the Embassy in 2018-2024 by a consortium of seven Africa-based organizations. The programme contributed to strengthened capacity of civil society in Africa to foster increased domestic resource mobilization (DRM) in the EAC, ECOWAS and SADC member states and generated significant results in the areas of beneficial ownership transparency, harmful double taxation agreements and other international initiatives for fairer and more transparant international and domestic tax arrangements. Upon completing the programme (DRM Phase I) in 2024, the consortium developed a proposal for a Phase II titled "Promoting accountable, sustainable and gender just DRM in Africa" to be implemented over three and a half years with start in mid-2024. In the second phase, the seven network members will be joined by an additional member - Restitution Impact Limited -, forming an eight-member consortium. The new programme aims to contribute to increased respect for human rights and the rule of law including reduced corruption, increased gender equality and empowerment of women and girls, as well as strengthening conditions for sustainable management and use of natural resources in Sub-Saharan Africa. The programme is in line with the goals of the Team Europe Initiative (TEI) on illicit financial flows and transnational organised crime which Sweden is part of. In short, the overall objective of the proposed programme is to contribute to gender-just, accountable, and sustainable domestic resource mobilisation in Africa. The Embassy is the sole donor and the total amount is set at 65 MSEK.
