This contribution was a 4,9 MSEK support to strategic outcome 5: The humanitarian community in Somalia is better able to reach vulnerable people and respond to needs, throughout the year. This outcome incorporates different types of logistical parts, the most important one being the United Nations Humanitarian Air Services (UNHAS). The reason for this support was the increased logistical challenges during the El-Niño floods and the need for more air services and boats for humanitarian operations, as roads were flooded in many areas. The report states that of the 2024 funding to UNHAS, 40 percent came through donor contributions and 60 percent through cost recovery. UNHAS has fixed-wing aircrafts and helicopters in Somalia, that are jointly procured with the Logistics Cluster to support humanitarian and development projects. 97 humanitarian partners used the services, with 13,800 passengers transported (15 percent over target), 1,549 mt of cargo delivered, seven medical evacuations conducted and 119 special flight requests fulfilled. During the El-Niño floods, UNHAS deployed two helicopters, transporting 199 passengers, 137 mt of cargo, and 16 boats to flood-affected areas such as Afmadow, Bardera, and Beletweyne. A dedicated cargo aircraft supported the logistics, enabling cost-efficient delivery of essential supplies like food and medicine to vulnerable communities in need. The Swedish support was targeted to this intervention.
This contribution is a support to WFP Somalia Country Programme Strategic Outcome 5, which includes support to logistic operations and UNHAS flights in Somalia. The objective with the proposed intervention is to facilitate access to the population affected by the floods to provide early recovery services by Swedish and other partners. The intervention will contribute to the continuity of services for development support and humanitarian assistance. WFP's Somalia country strategic plan (2022-2025) has five strategy objectives and objective five focuses on logistical support: "The humanitarian community in Somalia is better able to reach vulnerable people and respond to needs throughout the year".
