The overall goal to which the proposed programme will contribute is to improve waste management in Ukraine, with benefits for climate mitigation, resource efficiency, the circular economy, environmental sustainability and quality of life for all. This will be achieved by supporting Ukraine to align to EU rules, laws, standards, directives and regulations and by doing so contribute to Ukraine's EU accession process regarding Chapter 27 on Environment and Climate. The programme is structured around two main areas for support with an expected overall outcome for each: 1. Support for stronger multi-level governance in waste management Outcome: Improved planning, regulation, financing and coordination between tiers of government with a view to more effective implementation of national legislation and policy on municipal waste management. 2. Support to capacity development in selected municipalities Outcome: Selected municipalities have strengthened their ability to deliver inclusive and sustainable waste management services.
