The inception support follows on initial discussions between SALAR, SALAR International and the Embassy of Sweden in Moldova, regarding potential Swedish support to the decentralisation process and the subnational government system in the country. It is aligned with the priorities of the Strategy for Sweden’s reform cooperation with Eastern Europe 2021-2027 as well as the Government’s new reform agenda ‘Development assistance for a new era – freedom, empowerment and sustainable growth’. The overall project goal is: The initial phase will establish the conditions for a multi-year project in Moldova. The overall goals are as follows: To further define the needs and priorities of the Government of Moldova with a wider range of stakeholders, at national and local levels, and together with experts assess the feasibility of potential support areas. To establish strategic partnerships, select partners and to define and anchor collaboration and local ownership of project focus and expected outcomes. To design and develop the Change Theory together with partners and formulate the overall objectives of the program. To prepare for a project implementation phase, start building the project team and plan for concrete activities, results and outcomes.

The overall objective of the Project is: The inception phase will determine ways forward with the aim to prepare for a multy-year project intervention in Moldova. The specific objectives will include: - To further define the needs and priorities of the Government of Moldova with a wider range of stakeholders, at national and local levels, and jointly with experts assess the feasibility of potential areas of support. - To establish strategic partnerships, select partners and to define and anchor collaboration and local ownership of the project focus and anticipated results. - To jointly with partners design and develop the Theory of Change and formulate the overall objectives of the programme. - To prepare for a project implementation phase, start building the project team and plan for concrete activities, outputs and outcomes.
