Sida's decision to contribute to the "Strengthening Democratic Resilience in Moldova" (EDMITE III) is based on the project's critical role in enhancing Moldova's democratic institutions and processes in a challenging political landscape. The key reasons for the decision include addressing threats such as cyber operations, information manipulation, and illicit political financing, which undermine Moldova's democratic processes. The project aligns with international standards like those of ODIHR and the Venice Commission, and aims to strengthen oversight, transparency, electoral institution resilience, and civic engagement. The funding will support the Central Electoral Commission (CEC) and other institutions in their efforts to improve electoral processes, manage political finance, and promote inclusive civic participation during the appraisal included Moldova's geopolitical vulnerability to internal and external threats, the need for regulatory improvements in political finance, and the enhancement of civic education to foster an engaged electorate. The project also focuses on gender inclusivity, cybersecurity, and the capacity-building of electoral bodies.

UNDP has requested funding from Sida for a new elections initiative project entitled "Strengthening Democratic Resilience in Moldova" (EDMITE III), which aims to bolster democratic consolidation in Moldova amid significant internal and external challenges, such as cyber operations and political financing issues. This initiative, developed in response to the 2024 UN Electoral Assistance Needs Assessment Mission, will run from August 2024 to December 2028 and focuses on enhancing oversight and transparency for political contestants, strengthening electoral institutions, and deepening civic engagement. The project is based on a theory of change that posits that improved oversight and transparency, strengthened electoral institutions, and enhanced civic engagement will collectively reinforce Moldova's democratic framework. It encompasses three key outputs: 1.Improved Oversight of Political Finance, Parties, and Campaigns: Enhancing the regulatory framework to combat illicit political financing and promote transparency. 2.Strengthened Electoral Institutions: Building the resilience and capacity of electoral institutions to protect against cyber and information threats. 3.Improved Civic Engagement and Inclusivity: Promoting inclusive participation and civic education to foster an informed electorate and increase women's political participation. Implementation will be collaborative, involving government, civil society, and international partners, and will be executed in three phases tailored to specific electoral events, allowing for continuous learning and adaptation. By the project's conclusion, EDMITE III aims to establish a robust political finance management framework, a legally fortified electoral system, and a more engaged electorate, ultimately reducing the vulnerabilities of Moldovas democratic processes and supporting its ongoing democratic development. Context: On 20 October 2024, Moldova will hold presidential elections and a constitutional referendum aimed at amending the Constitution to strengthen the countrys pro-European stance. This election is crucial as Moldova is at a pivotal moment in its journey towards EU accession, following the European Council's decision to open accession negotiations in December 2023. The elections will serve not only as a democratic exercise but also as an affirmation of Moldovas commitment to anti-corruption reforms and European integration. While Moldova has made significant progress toward EU membership, including the partial fulfillment of the European Commission's requirements, the upcoming elections will be a litmus test for the countrys democratic and institutional resilience. Ensuring fair, transparent, and efficient elections is crucial for maintaining international confidence and advancing Moldovas EU accession process. The project will focus on: Supporting the election administration, particularly in capacity building and ensuring transparency. Enhancing trust in the electoral process, especially addressing concerns raised about the CECs composition. Promoting voter education and engagement, emphasizing the importance of the constitutional referendum in solidifying Moldovas pro-European path. Given Moldovas strategic objectives and the importance of maintaining democratic standards, a comprehensive elections support project will be vital to ensuring the success and credibility of the 2024 presidential elections and referendum.
