Result
The main objective of the BEHTRUWC project supported by Sida along with CIDA and UNICEF was to enhance the life options of urban working children by ensuring their access to education, protection and development. The four specific objectives as per the 3rd Revised Development Project Proforma (RDPP) included the provision of quality basic education to 166,150 urban working children, including additional livelihood skills training to 20,130 of them; advocacy and awareness raising at different levels for protection of children from hazardous work; and, awareness building for elimination of child labour. The project has been implemented by the Bureau of Non-Formal Education (BNFE) under the Ministry of Primary and Mass Education (MoPME) in partnership with 28 Non-Government Organizations (NGOs) with expertise and experience in basic education (20 NGOs2) and in livelihood skills training (8 NGOs3). The project was funded by the Government of Bangladesh (GoB), UNICEF, the Swedish International Development Cooperation Agency (Sida), and the Canadian International Development Agency (CIDA). During the period 2006-2011, the project enrolled 166,150 out-of-school urban working children aged 10-14 years in six divisional cities in basic education course in 6,646 learning centers. However, a total of 146,942 out-of-school urban working children completed 40 months basic education course with functional literacy, numeracy and enhanced life skills after going through four stages. The rapid assessment conducted in 2010 and 2011 revealed the achievement levels of the post training competencies of the learners for the first, second, third and fourth batches as 64 per cent, 77 per cent, 74 per cent and 69 per cent respectively. Learners of the last three batches performed better than the first one because of the corrective measures taken by the project such as an increase in salary of teachers and supervisors, provision of incentives for retention of teachers and incentives for learners e.g. school bags, fortified biscuits. A total of 24,582 learners have been enrolled in primary schools after grade three level of education in the project (i.e. 16 per cent of the total number of those who completed the course). Out of 18,630 enrolled urban working children, a total of 18,328 (98 per cent) completed livelihood skills training which were provided through four different modalities in the six cities. The average dropout rate was 2 per cent which reflects the high level of demand and interest for skills training among the learners. Almost all the learners received seed money after completion of the livelihood skills training. In general, most of the learners who received skill training either got jobs in their relevant skills or pursued self-employment using the seed money.
