Objective 1: Harmonize and integrate SRHR/RMNCAH and HIV/AIDS Service Packages, Standards and Guidelines - The development of the EAC Health Sector Investment Priorities Framework (2018-2028), which is considered the blueprint for the development and strengthening of domestic health sectors in EAC Partner states. Following this the EIHP also succeeded in ensuring that health and follow-up of the investment framework was added to the agenda at heads of state meetings. - Following an assessment of the status of integration of reproductive maternal, newborn, child and adolescent health (RMNCAH) and HIV/AIDS services in the EAC Partner States, the EIHP developed the EAC Minimum Package for RMNCAH and HIV Integration. The Minimum Package informs the harmonisation and standardisation of delivery of integrated RMNCAH and HIV interventions and services within EAC Partner States. This Package also serves as an advocacy tool for RMNCAH and HIV integration which is intended for mobilizing resources for delivery of integrated RMNCAH and HIV services. An Operational Plan was developed for each Partner State to support the implementation and domestication of the approved Minimum Package of RMNCAH and HIV integration. - The EAC Boresha Huduma Sexually Transmitted Infections (STIs) Study conducted comprehensive research in all the Partner States and raised awareness about the serious lack of STI programming in the region, and which contributed to the restructuring of STI programmes in Partner States to address gaps and weaknesses. Prior to the report, very little attention had been given in the EAC to STIs and following on from the study the EIHP developed a harmonized EAC regional algorithm for prevention, treatment and diagnosis of STIs which was adopted by the Partner States. The study highlighted the lack of sustainable financial and technical support in the national STI programmes which was attributed to the focus given to the HIV & AIDS pandemic thereby relegating the importance of other STIs, despite the risk they pose. - The EIHP also provided technical support to the East African Legislative Assembly (EALA) and raised awareness and knowledge among parliamentarians as well as facilitated national consultations together with civil society partners around the EAC SRHR Bill. Although the bill is still being developed and uncertainties remain whether it will be passed into law due to conservative opposition, the process and the national consultations have led to positive developments in SRHR in the region, such as increased awareness and debate. Objective 2: Strengthen SRHR/RMNCAH and HIV and AIDS Research, Innovations and Knowledge Management in the EAC - The EAC Knowledge Management Web Portal for Health and associated Knowledge Management Strategy were developed to address the challenges faced in the region in the collection, synthesis and sharing of knowledge in the health sector. The portal serves as a database where research and studies from within the EAC are uploaded and are accessible to all. This has resulted in improved knowledge on health and stronger data management among EAC Partner States. - An EAC Regional Advocacy and Communication Strategy for RMNCAH and HIV and AIDS was developed together with representatives of all the Partner States in cognizance of the critical role that advocacy and communication play in improving the health of women and children, and also for ensuring political and financial commitment for health at both the regional and EAC Partner States levels by facilitating access to evidence. The tool has been used for advocacy to ensure that the various stakeholders fulfil their commitments and mobilize support to achieve the Social Development Goals (SDG) 3 and other health related SDGs. Objective 3: Strengthen SRHR/RMNCAH and HIV and AIDS Leadership, Governance and Accountability - The EAC Integrated RMNCAH and HIV/AIDS Scorecard to enhance policy dialogue, advocacy, accountability for priority reproductive maternal newborn child and adolescent health and HIV/AIDS was a key result. The accountability tool has been essential in identifying the gaps in key indicators regarding RMNCAH and HIV/AIDS among Partner States, and has led to mobilising resources in Partner States to address gaps. The Scorecards use a traffic light system which serves as an incentive as policymakers from the Partner Sates do not want to be seen to have indicators that are red. - To inform policy and decision making, the EIHP conducted analyses of the Integrated RMNCAH and HIV/AIDS Scorecard to highlight key successes and gaps in the implementation SRH/RMNCAH and HIV/AIDS interventions in the region. The outcome of these informed the bi-annual State of Womens, Childrens and Adolescent Health and HIV/AIDS in the region, which was also a key result of the programme. The reports are an accountability tool for decision makers and for advocacy. The reports highlights key parameters in RMNCAH and HIV&AIDS that need attention and provide recommendations for adoption and alignment within the country programmes. This reports were developed in a consultative manner with input from a wide range of stakeholders in the EAC Partner States, including Public, Civil and Private Sector players. In-country and regional consultations were also held to review and validate the data presented in the reports. Objective 4: Strengthen the EAC Regional and National Health Systems towards universal coverage of SRHR/RMNCAH and HIV and AIDS services - The programme undertook a Sustainable Financing Analysis for Universal Health Coverage for the EAC region and the outcomes of the study led to the development of the EAC Health Sector Investment Priorities Framework (2018-2028), which is considered by the EAC to be the blueprint for the development and strengthening of the health sector in the region. The framework, which contains nine key health investment priority areas was adopted by the 19th Summit of EAC Heads of State during the Retreat on Health and Infrastructure Financing and in February 2018. The programme also developed an EAC Framework of Action (EFOA) on Sustainable Financing for Health and HIV / AIDS, adopted by the Heads of States. -These instruments have led to an EAC platform for sustaining a domestic resource mobilization agenda in health by engaging governments, private sector and development partners as well as serving as an advocacy tool for innovative financing mechanisms and knowledge sharing among AU member states and RECs. Objective 5: Strengthen the capacity of EAC Secretariat and Partner States to coordinate and implement the project and related global and Africa regional Initiatives - The programme established a joint implementation committee, joint steering committee and a Technical Working Group (TWG) on SRH/RMNCAH, HIV/AIDS and STIs comprising representatives of all partner states. These mechanisms strengthened functional coordination and implementation capacity at the EAC Secretariat, better enabling the EAC Secretariat to coordinate EAC partner states in relation to Health and SRHR. - An EIHP team were established and incorporated within EAC structures, contributing to a sustainable health and SRHR response within the EAC. Following discussions between Sida and the EAC, the lead position for the team was funded by EAC core contributions which contributed to a sustainable response.
Overall goal: To strengthen regional cooperation in Sexual and Reproductive Health and Rights (SRHR), Reproductive maternal, newborn, child and adolescent health (RMNCAH) and HIV & AIDS in order to contribute towards elimination of preventable maternal, newborn and child deaths, AIDS and improvement of well-being among women, children, adolescents and families in the East African Community (EAC). Five objectives: 1. Harmonize and integrate Sexual and Reproductive Health and Rights (SRHR), Reproductive maternal, newborn, child and adolescent health (RMNCAH), HIV & AIDS, Tuberculosis (TB) and Sexually transmitted infections (STIs) Service Packages, Standards and Guidelines in the East African Community; 2. Strengthen SRHR/RMNCAH and HIV&AIDS, TB and STIs Research, Innovations and Knowledge Management in the EAC; 3. Strengthen SRHR/RMNCAH and HIV& AIDS, TB and STIs Leadership, Governance and Accountability in the EAC; 4. Strengthen the EAC Regional and National Health Systems towards universal health coverage of SRHR/RMNCAH and HIV &AIDS, TB and STIs services; 5. Strengthen the capacity of EAC Secretariat and Partner States to coordinate and implement the project and related global and Africa regional Initiatives
