Result
The results framework follows the theory of change presented by Pact and remains consistent with the approach of the previous programme phase, PROCEED I implemented 2012-2016. PROCEED II was implemented during 2016-2018. The results presented are compiled from two complementary endline assessments, the final report, an independently conducted quantitative survey, and an internally implemented qualitative assessment as well as the financial statement for the project period 2016-2018. The audit report has been assessed separately. Remaining funds and accrued interest have been repaid. The overall assessment is that PROCEED II, 2016-2018, has achieved its intended outcome of promoting, supporting and engaging citizens in 12 districts with local government representatives with the aim to hold administrators more accountable and responsive to citizens. The project has worked with both the demand side and the supply side with some unexpected additional outcome on the supply side.
PROCEED II aims to contribute to the following project goal: "Sub-national administrations are more accountable to diverse citizens". The programme has two main outcomes: - Diverse citizen groups more effectively voice their needs and feedback to influence sub-national administration decisions. - Sub-national administrations address more citizen issues. The results framework follows the theory of change presented by Pact and remains consistent with the approach of the previous programme phase, PROCEED I.
