General question: Results related to the intended outcome 2014Question: Summarise results related to the intended outcome (this information will be sent to Open Aid)Answer: FNI has achieved some but not all results that was outline in the Annual Plan 2014/15. It’s role as the government entity for funding research has improved during the years. Among important results the development of its operations. Further, during the agreed period, FNI has made a call for research grants and 272 grants were approved, the majority within agricultural sciences, but also other applied sciences areas, such as water, health, energy, marine sciences, etc. The innovation programme was also implemented, mainly with reference to results concerning innovative cluster projects. FNI has also supported innovation initiatives including; clusters training programmes which funded twenty one innovation clusters initiatives from 40 applications. Significant work has been done during the past with SICD/VINNOVA support in dissemination of innovation clusters initiatives and in the establishment of local/regional innovation clusters. Important has been to link clusters to private sector and academia in order to develop valued added products. Examples of these are the Inhambane coconut oil cluster, the vegetable agro-processing cluster in Moamba, Maputo and the Tourism and Bio fuel clusters in Pemba, etc. The intervention has been evaluated with the following main conclusions; 1) Considering the recent creation of the implementing organisation (FNI) it is assessed by the evaluators that the FNI to a large extent lives up to what can be expected, and that substantial progress has been achieved in the development of its operations. 2) However, with regards to the objectives of the intervention, and the results from external evaluations and audits, several deviations have been found, and it is assessed that the organisation needs to be strengthened in is function as a national research council.
