Result
Operating a complex PFM reform project in a low capacity environment is challenging. This was also one of the key risk areas that the Embassy looked at closely amongst other high risk factors. The latest implementation mission of the project (aide memoire authored by the WB) show that results are good overall. All three project development objective indicators have been exceeded. Out of the ten Intermediate Results Indicators, all but one has been achieved or exceeded. Within the project there has been four disbursement-linked indicators, two of them to Minstry of Health and two to Ministry of Education. All four have been exceeded. In terms of implementation, the mission upgraded the assessment from moderately satisfactory to satisfactory. However, implementation progress across the various components has been mixed. Project management is considered moderately satisfactory. Further, the mission noted some implementation weakness related to procurement and financial management. PO has asked World Bank to keep the embassy updated on these issues. - Examples of results The project has enabled that the Liberia Integrated Tax Administration System is now fully operational for online tax filing and payment and it has been rolled out to all major tax offices, with the potential to modernize tax administration. With the support from the project, the General Audit Commission has cleared audit backlogs, performing the first performance audits for several ministries agencies and commissions since the end of the civil war in 2003. 100 percent of MoE teachers payroll data were analyzed, and the reports were published and shared with the Civil Service Agency. These efforts inter alia saved costs by eliminating payments to inactive staff. Financial reporting from County Health Team under the Ministry of Health has substantially improved. STATE-OF-PLAY The project is about to be finalized and closed down. Last day of actual project implementation was October 31. End disbursement day is April 2025. The embassy will close the contribution before end-2025.
The Public Financial Management Reform for Institutional Strengthening (PFMRIS) project has the aim to support government ambitions in reforms within the public financial management in Liberia. The rationale of the proposed project is to support Government of Liberia (GoL) achieve its Public Finance Management Reform Strategy and Action Plan (2017-2020) in improving systems, processes, and practices in the PFM sector. The Project Development Objective (PDO) for the proposed project is to improve domestic revenue mobilization systems, and strengthen financial control and accountability in public finances.
