Result
EISP2s overall objective was to support the Department of Project Management (DPM) at the Serbian Ministry of Environmental Protection to develop its capacity to plan and implement environmental infrastructure. Between the start and end of the programme (2017-2023) the DPM developed from managing a portfolio of approximately Euro 20m of projects to Euro 300m of investments, with even more in the pipeline. The EISP2 programmatic approach was based on using a range of actions (policy support papers, demonstration projects, training, field research, data management, ad hoc support etc.) in a coordinated manner to contribute to the overall DPM development objective. Several of these actions constitute a significant contribution to the sector on their own (e.g., Kragujevac Wastewater Feasibility Study or Odvajamo Project Management) but they achieved more together. Programme implementation was not without challenges. Most significantly, the DPMs staff numbers gradually decreased between 2017 and 2022, only engaging five additional staff in 2023. The Covid pandemic (2020-2022) and three changes of ministry mid-level leadership made structural change difficult. During this time the EU accession process has provided a very useful framework to guide both policy standards and the reform journey. At the same time, DPM and EISP2 have been instrumental in moving environmental infrastructure planning from a project-by-project basis to large-scale packages of investments.
The overall objective of the Environmental Infrastructure Support Program (EISP) is to build capacity with the Department for Project Management (DPM) at the Serbian Ministry responsible for Environmental Protection to manage programming and implementation of EU funds. The intended achievement at the end of the contribution is that Serbia has an environmental policy and financing framework supporting EU approximation, and capacities to manage the project pipeline to use EU funds. A pipeline of feasable and bankable environmental infrastructure projects should have been developed. The project is implemented by the procured consultant Brooks Hannas & Partners, in cooperation with the Serbian Ministry for Environmental Protection. The project started in 2016, and had a decision for cost extension in 2020.
