Ipas is a nonprofit organisatíon based in Chapel Hill, North Carolina, US. They work in 16 countries and have three regional offices. Ipas requests SEK 312.500.000 in core support for the period Fiscal Years (FY) 2018 - 2023, to continue the partnership with Sida with the ultimate goal of eliminating unsafe abortion and ensure access to contraceptives. Sida's contribution is 8% of the total budget of USD 428 436 000. Sida and six other donors are providing core support with a number of smaller donors providing restricted funding. Ipas will meet the reproductive health needs of women and girls by creating enabling environments that support the access to high-quality abortion and contraceptive care; ensure that high-quality abortion and contraceptive care are available, accessible, and acceptable; and ensure that women and girls have the social support, knowledge, and self-efficacy to access safe abortion and contraception. The core support is to enable Ipas to implement its strategic plan (SP) FY 2018 - 2023. lpas is working to strengthen health systems, policy & advocacy (at global, regional and national leves), training providers on abortion care, community engagement & stigma reduction, research, integration of abortion and contraception in humanitarian and sexual education through support to civil society actors, as well as provision of abortion services, equipment and counseling in public health services in 16 countries, three regional programs as well as globally. The programme focus on Africa where the needs are considered the highest. By the end of Ipas' strategic plan,will result in 3.8 million unsafe abortions averted (7% of the total of unsafe abortions in the countries where Ipas works); 6% of all abortions in countries (4.9M) will be performed at Ipas- supported facilities and 4% of unitended pregnancies (7.7 M) will be averted.

Result
Some results of significance in 2022 are: - Ipas' advocacy efforts contributed to 77 concrete policy changes achieved in FY22, a 43% increase over FY21: 10 in LAC (13%), 47 in Asia (61%), 20 in Africa (26%). - At the Generation Equality Forum, the 66th Commission on the Status of Women, and the 55th session of the Commission on Population and Development, advocacy by Ipas and partners led to statements and documents that included support for abortion access, displaying political will from diverse stakeholders to advance abortion rights internationally. - Ipas provided key recommendations as an invited external reviewer of the WHO Abortion Care Guideline. Ipas staff provided guidance on policy and access recommendations that will contribute significantly to expanding access to safe abortion. This included abortion self-care, telemedicine, and addressing legal and policy barriers to abortion, including decriminalization. They further published new resources to support advocates to use the revised guideline. Ipas work in relation to WHO Abortion care - During FY22, Ipas continued to scale up and improve its opposition monitoring and mitigation program by creating a global hub for information gathering and dissemination with additional regional research capacity in Africa and Latin America. Ipas provided detailed briefings sharing background and suggestions for strategic responses to the opposition on the thematic issues of CSE and abortion to UNESCO, WHO, UNDP, and the East Africa Legislative Assembly. The overturn of Roe v. Wade has galvanized antichoice actors and poses a major challenge to Ipas' work, with setbacks documented in Benin, Ethiopia, Guinea, Indonesia, Kenya, Malawi, Mali, Nigeria Tanzania, and Uganda. The loss is part of a long-term strategy from anti-rights politicians, and it is tied to other efforts at undermining human rights. This development makes Ipas' anti-rights monitoring and mitigation critical. - Self-managed abortion is increasingly the method of choice for people seeking abortions (including as a consequence of C19 and in humanitarian/fragile settings). Ipas' teams are working to make ASC safe and accessible and this has been an area where Ipas has realized strong results in FY22 with over a 200% increase in abortion self-care access points over the FY21 total.
