Result
Important results has been achieved; the improvement of the management capacity and the information system, which means that statistical data is more reliable; there is increased access and permanency for both boys and girls, almost closing the gender gap. The evaluation from 2016 shows that 74% of the objectives have been achieved. However the capacity of the technical staff is still weak with the exception of the financial management areas. In terms of quality, the aspect of access and permanence (equity) in the education system have improved: 1. There have been important improvements in the main education indicators related to the MDG 2 (access and completion rate) and MDG 3 (gender equity). The new education policy and programming is strongly oriented to the vulnerable and marginalized population, several actions have been undertaken to promote their access and permanence in the education system. 2. The new curriculum for the whole education system has been developed with a focus on intercultural and pluri-lingual education, which is expected to positively influence enrolment rates for pupils of indigenous origin. 3. A reform of the teacher training colleges has been implemented and teachers’ training has been extended from three to five years, with a specialization during the last two years.The teachers training for the implementation of the new curriculum has also concluded. 4. Important investments have been made in order to improve infrastructure and equipment in primary and secondary education, in technical education institutes and at teachers’ training centres. During the intervention National systems have been used to collect data the monitoring. The new Bolivian Education Information System, SIE, consists of a nationwide recording and reporting system on enrolment and basic school data. The system is connected to other information systems within and outside the Ministry. The information is processed on a regular basis at national, department and municipal level. A number of indicators have been agreed to in the MoU betwen the Ministry of education an the donnors involeved in the basket fund(Sweden, Holland, Denmark, Spain and UNFPA) in order to assure that the same indicators will be monitored during the whole agreement phase. These indicators are selected from the institutional plan indicators, with a baseline from 2010. An external evaluation from the results of these indicators has been done in 2015.Some of the main results are: Net public primary school completion rate 2016 Target: Achieved 2010 2016 82,2% 108% Dropout rate in seven grade of primary education Target: Achieved 2010 2016 3,0% 1,7% % of untrained teachers in relation to the total number of teachers in primary education Target: Achieved: 2010 2016 3,3% 2,5% % of current investment in the sector Target: Achieved 2010 2016 79% 80%
The PEI (Strategic Intitutional Plan) is the Ministry of Education’s mid-term plan for the 2010-2014 period. It is an ambitious plan which aims to transform the education system, based on a pedagogical reform emphasizing a change in values, introduction of intra- and intercultural education and a decolonization process, paying special attention to the poorest, to indigenous populations and marginalized groups. Also, the principle of life-long education is a priority. All the strategic actions in each objective are oriented towards implementing the transformation of the Education System in the short, mid and long term.
