Resultat
The year 2022 was the last year of the Democratic Governance Facility (DGF) programme. Due to the short period of operation (June - December 2022) after the suspension of the Democratic Governance Facility (DGF) was lifted, the follow-up/monitoring focused on activity level in the annual report. Key highlights of activities implemented by implementing partners and the Financial and Monitoring Unit (FMU), is outlined below categorised broadly into the thematic discussions contributing to high-level outcomes: 1. Strengthened democratic processes that respond to citizens rights Strengthening the participation and representation of youth and women DGF partners organised a reflection meeting in Kampala to engage on the National Youth Manifesto (NYM) and the Women's Manifesto (NWM) which had been developed and launched in December 2020 ahead of the 2021 general elections. 2. Strengthened rule of law and improved access to justice National Symposium and High-level Dialogue on Transitional Justice in Uganda. In response to improving access to justice and transitional justice for the poor and vulnerable groups and addressing violence and torture, the International Centre for Transitional Justice (ICTJ), the Refugee Law Project (RLP) and Avocats Sans Frontières (ASF) convened a national symposium and a high-level dialogue on transitional justice from 14-15 September 2022 in Kampala. The national symposium, brought together 65 participants (33 men, 32 women), including survivors, victim group representatives, academics, civil society, as well as religious and cultural leaders. 3. Increased protection and fulfilment of human rights and gender equality Support toward implementation of Universal Periodic Review (UPR) recommendations for Uganda. With the aim of strengthening efforts toward upholding human rights, the National Coalition of Human Rights Defenders Uganda (NCHRD-U) (the lead coordinator of the CSO-UPR consortium) convened a stakeholder conference on 30 and 31 August 2022 under the theme: The UPR mechanism: Towards a collective and coordinated action in implementing the UPR recommendations. The stakeholders conference brought together more than 50 delegates including policy makers; legal aid practitioners, representatives from Ministries, Departments and Agencies (MDAs); civil society representatives; media; relevant UN agencies and development partners. The main objective of the conference was to update members of the civil society consortium on the outcome of Uganda's participation in the third cycle of the UPR mechanism in Geneva in January 2022. 4. Improved citizens inclusion and engagement in the decision-making processes Supporting Government efforts to sustain achievements under the Extractive Industries Transparency Initiative (EITI). As a way to strengthen citizen engagement for natural resource governance, the DGF supported the Civil Society Coalition on Oil and Gas (CSCO), through the Advocates Coalition for Development and Environment (ACODE), to undertake processes aimed at consolidating and sustaining achievements made in relation to the Ugandas engagement under the Extractive Industries Transparency Initiative (EITI). ACODE held a workshop on EITI on 23 August 2022 in Hoima to disseminate Uganda's first EITI Country Report (2019/2020), as well as to consult participants on the EITI Workplan for 2022/2023. The workshop had three specific objectives: (i) to share with the sub-national stakeholders and the general public a progress report on EITI implementation processes in Uganda; (ii) to disseminate and discuss the findings and recommendations of the EITI report; and (iii) to provide an avenue for consulting sub-national stakeholders on the UGEITI work plan for 2022/2023. The meeting brought together 69 participants (53 men; 16 women). Results for the Whole Programme Period 2018-2022: An overview of the results achieved during the whole DGFII period was outlined in the end report 2018-2022 and was presented at the steering committee meeting. DGFII in numbers 2018-2022 are presented below: - 2,534 issue-based initiatives to influence the legislative/policy framework. - 6,171 cases (examples) where inputs from citizens or CSOs were taken on board by elected representatives. - 5,048 public forums where government/state institution representatives interacted with the citizens and/or CSOs to influence legislation and/or policy framework. - 6 political parties that made information on conducting of internal nomination procedures of candidates for political posts publicity available. - 265 initiatives taken up by targeted duty-bearers related to implementation of pro-gender equality legislative frameworks. - 3,888 conflict prevention, peace building and transitional justice events conducted. - 24,491,286 individuals that participated in DGF supported events. - 12,853 youth representatives that engaged in decision-making structures. - 14,194 women representatives that engaged in decision-making structures. - 70,589 citizen representing marginalized groups participated in DGF funded activities and events. - 15,323 conflict and/or torture victims assisted. - 5,174 monitoring reports submitted to oversight bodies by individuals involved in DGF. - 3,004 studies carried out on issues related to governance. - 1,819,147 individuals participated in DGF supported learning events. - 4,909 meetings/dialogues/discussions addressed attitudes, perceptions and understanding of topics such as corruption and citizenry. - 351,895 legal aid cases started and resolved - 1,480 engagements by civil society organisations in planning and budgeting. - 46,559 civic education/awareness campaigns (civic education, human rights, anti-corruption
The overall vision for DGF II will be a Uganda where citizens are empowered to engage in democratic governance and where the state upholds citizens rights. It places the citizen at the centre of the initiative and is focused on the relationship between the citizen and the state. This vision or impact statement is underpinned by the following four high-level outcomes: 1. strengthened democratic processes that respond to citizens rights, 2. strengthened rule of law and improved access to justice, 3. increased protection and fulfilment of human rights and gender equality, and 4. improved citizens inclusion and engagement in decision-making processes.
