Resultat
The OHCHR Country Programme in Ethiopia, based on the 2018 Host Country Agreement with the Government of Ethiopia focused on providing technical assistance, capacity building and policy and legislative analysis to align with international human rights norms. In September 2019, Sweden signed an agreement with OHCHR, contributing 4.5MUSD to support these interventions. The intervention aimed to support human rights reforms in Ethiopia, protection and expand civic space, enhance the implementation of human rights mechanisms, address inequalities and discrimination, integrate human rights approaches in conflict prevention and humanitarian response and strengthen the rule of law and accountability for human rights violations. The programme supported by Sweden from 2019-2023 achieved significant benchmark results in relation to the stated seven goals: - Documented 594 incidents affecting 51,117 victims, with significant unrest in Amhara and ongoing conflicts in Oromia, Afar, Somalia, and Gambella. - Drafted Proclamations on IDPs and protection of witnesses and whistleblowers. - Established forums and provided training to strengthen CSOs capacity, while also supporting regular dialogue between CSOs and state authorities. - Organized consultations with survivors of conflict-related sexual violence and developed a manual on disability and human rights of university education - Supported the development of Transitional Justice (TJ) policy, conducted public consultations, promoted a rights-based TJ process and engaged with victims and survivors. Challenges and opportunities: - Challenges: Unpredictable security situation informed by ongoing armed clashes, consequent insecurity, Limited access to remote areas, and slow accountablity process. - Opportunities: The Government action towards peace and human rights pledges, momentum from the peace agreement, and Ethiopia's participation in the 4th cycle of the upcoming Universal periodic review (UPR).
The "Comprehensive Support Program to Realize Ethiopia's Human Rights Priorities 2019-2022" had seven goals: GOAL 1: Human Rights based reforms gives rise to strengthened national protection mechanisms GOAL 2: National laws and policies serve to expand and protect civic space and public participation; GOAL 3: Gender equality is enhanced and discrimination is addressed; GOAL 4: National actors increasingly engage with international human rights mechanisms and implement their outcomes; GOAL 5: Sustainable development mechanisms address inequalities and are informed by human rights based approaches; Goal 6: Conflict prevention and humanitarian response strategies consistently integrate human rights protections; Goal 7: Meaningful accountability efforts are launched to address past human rights violations. Sweden had asked then OHCHR to focus on Goal 2, given the context (elections). In the 2023-2025 proposal of OHCHR, goals are similar (1, 2, 7), or reformulated as follows: Goal 3: non-discrimination: Enhancing equality and contering discrimination; Goal 4: Increasing implementation of the international human rights mechanisms outcomes; Goal 5: Integrating human rights in sustainable development; Goal 6: Early warning, prevention, and protection of human rights in situations of conflict and insecurity; Sweden's renewed support to OHCHR in 2023 is flexible and un-earmarked: all 7 goals of the new strategy are potentially supported, depending on OHCHR's own programming and prioritization.
