Resultat
Key results: Results to be updated in the upcoming annual Conclusion of Performance. - Over the reporting period, 27,816 (23,693 women and 4,123 male) benifitted from the social transfers. 12,008 elderly (7,885 women and 4,123 male) were registered as part of the SAGAL Social Transfer (ST) model 3, targeting elderly above 55 years old at risk of contracting COVID-19 and received up to 6 social transfers with a value of USD 20 on top of voice messages on WASH best practices (required times for handwashing and prevention measures to avoid WASH-related diseases) and COVID-19 preventive measures and relevant information. Positive changes have been reported on a number of key indicators mainly improved HHs reported ability to meet their basic needs, reported ability to withstand shocks, food consumption, expenditure on food, and access to soap and water for handwashing. - Social Transfer model 1 targeted a total of 15,808 pregnant women in their third trimester of pregnancy with the objective of improving mothers and childrens access to health and nutrition services. Preliminary results from the monitoring analysis of the ST1 indicate improved health and nutrition outcomes for the women as a result of increased access to health centers and messaging on healthy eating during pregnancy, early initiation of breastfeeding, exclusive breastfeeding, food to eat when breastfeeding and other positive health seeking behavior. - ST model 2 on productive safety nets for youth is under the design stage with initial ground work done over the reporting period, including coordination meetings with other actors (UNFPA, FAO and GiZ) implementing TVET, youth and Cash for Work (CfW) programmes, mapping of TVETs and Skill Training centres, review of costs of the programme and drafting of technical guidelines for the implementing agencies. It is expected that in the next reporting period that the ST model will be activated. -ST model 4 on capacity strengthening of government institutions was delayed due to the prolonged procedure for the recruitment of the social transfer advisors. However, over the reporting period the Consortium completed the signing of an overall MoU with MoLSA at Federal and member state level. All positions will be on board by 2022. - Over the reporting period, the consortium developed guidelines to set up standards of implementation for the Shock Responsive component for the project. In collaboration with the Ministry of Humanitarian Affairs and Disaster Management (MoHADM), the project team developed an Early Warning Dashboard to monitor early warning indicators for rural and urban areas including IPC analysis, flood risks, river levels, drought index, displacement trends, GAM rates, market indicators and desert locust presence. On top of these seasonal indicators, a template and mailing list was developed for the ministry to promptly share with partners additional information as shocks arise or are forecasted. Over the reporting period, three activations were triggered due to the drought conditions in Eyl, Beletweyne and Dollow based on this early warning information.
The overall objective of the European Unions Inclusive Local Economic Development programme (ILED) project is to contribute to stability in Somalia by extending state authority and services, promoting local reconciliation and peace-building, creating inclusive economic opportunities, and protecting the most vulnerable. The Specific Objectives of the ILED include the following results areas: 1. Stabilisation and governance. Increase the reach and legitimacy of local and municipal authorities, and their capacities to provide services; promote reconciliation and peace-building, including addressing drivers of conflict; and deliver peace dividends. 2. Economic growth. Revitalize and expand the local economy with a focus on livelihood enhancement, job creation and broad-based inclusive growth. 3. Social safety nets: Provide safety nets to vulnerable people to contribute to strengthening their recovery and resilience. Sweden is directly funding the Social Safety Nets component of the programme that aims to target vulnerable households by increasing their income and consumption and contribute to improving their ability to cope with shocks through predictable access to transfer, while enhancing and protecting human capital. The specific project under the Social Safety Nets component is called SAGAL: Social Transfers to vulnerable Somali people (SAGAL) implemented by the Cash Consortium, led by Concern Worldwide as the implementing agency. The other consortium members are Danish Refugee Council (DRC), Norwegian Refugee Council (NRC), and Save the Children International (SCI). The Overall Objective of Sagal is: Improved resilience and poverty reduction of poor and marginalised households and communities in Somalia The Specific Objective is: Contribute to the implementation of the National Social Protection Policy by strengthening government capacities and enhancing Social, Economic and Human Capital among poor and extremely poor households in Somalia Expected outcomes of Sagal are: Outcome 1:Expanded access to cash based social transfers for poor and extremely poor households and increased access to employment and productive livelihoods Outcome 2: Strengthened social protection systems capacity of key stakeholders Each agency is leading on social cash transfers in the main geographical areas as follows: -Juba Corridor: Kismayo and Dolow (led by NRC) -Shabelle Corridor: Afgooye to Beletweyne (Led by DRC) -Central North Corridor: Dushamareb to Bossaso (Led by SCI) -Somaliland Corridor: Berbera- Burco-Hargeisa-Boroma (Led by Concern Worldwide)
