Resultat
The program has supported Guatemala´s Secretariat for planning - SEGEPLAN to strengthen Municipalities capacities to perform their planning processes such as Strategic Institutional Plan (PEI), Multiyear Operative Plan (POM), and Annual Operative Plan (POA). This planning process has set the basis for harmonization of priorities in the territory in accordance with Government Policies, National Development Priorities, and results-based management. Through this support 10 municipalities have been trained to start their planning process and have a diagnostic of training needs based in their municipal ranking score. The Municipal Women Office and Communitarian Development council - COMUDE have been assessed to identify areas of improvement to facilitate citizen participation. The program has prepared diagnostics to identify the needs of the Departmental Technical Unit - UTD to increase interinstitutional coordination. Interinstitutional coordination is needed to link and complement the work of municipalities and government institutions to facilitate the implementation of public policies in San Marcos. The program has supported Guatemala´s Secretariat for Disaster Risk Preparedness and Response - SECONRED to update the National response plan, Recovery National framework, and Institutional policy for gender equality and equity. The updated tools strengthen national capacities and improves the municipalities capacities for disaster risk preparedness and response. The program supported Guatemala´s Secretariat for Executive Coordination of the Presidency - SCEP to promote the implementation of the Electronic System for Project Processes for Development Councils - SIPROCODE at municipal level. SIPROCODE will allow municipalities to follow up the implementation progress of projects approved and financed by Departmental Development Councils - CODEDE.
The joint program aims to strengthen and support sectoral institutions and municipalities, as government institutions, to achieve an effective, democratic, and participatory governance that allows inclusive actions through a multidimensional approach to reduce poverty, gender inequality, increase capacities natural resources management, climate change adaptation, disaster risk reduction (Sendai Framework) and biodiversity conservation to increase the resilience of Altiplano Marquense population and promote rural development in the area.
