Infrastructure projects rated as successful in the sample assessment study conducted in the independent evaluation 2022/23 Urban Window The Board approved the Local Governance and Services Improvement Program (LGSIP) in November 2015; the project was extended for one year and completed on 31 December 2021 with a total budget of US$ 19.88 million. The project development objective (PDO) is to strengthen the local government financing system and improving service delivery in program villages. The Municipal Development Program (MDP III) was approved in July 2017 and extended twice for 18 months, with two additional financing components, a revised completion date of 28 August 2023, and a total budget of US$ 76 million. The PDO is to enhance the institutional capacity of municipalities in the WB&G for more accountable and sustainable service delivery. The overall assessment for both LGSIP and MDP III are rated as highly successful. Water And Sanitation Window Water Security Development - Gaza Central Desalination Program - Associated Works Phase 1 - AWP1- P1668739) received WB Board approval on 10 February 2020 and became effective on 26 April 2020. The Project closing date is 31 December 2024, and a midterm review (MTR) was carried out on 07 September 2022. The PDO is to improve the quality and quantity of bulk water supplied to the municipalities served in the project area and to strengthen the capacity of the PWA. As of 31 December 2022, the overall assessment of the AWP 1 is rated as successful, given that the project implementation pace has picked up after the MTR of September 2022. Furthermore, the project is highly relevant and coherent (see relevance and coherence scoring criteria), and the fact that the PDOs indicators are likely to be satisfied at the closing date supports this rating. Energy Window Electricity Sector Performance Improvement Project (ESPIP- P148600) was approved by the WB Board on 27 July 2017 and became effective on 16 January 2018. The project was restructured twice: (i) the first restructuring in April 2019 consisted of reallocating funds among the projects categories; and (ii) the second restructuring in May 2021 consisted of (a) modifying the scope of the Revolving Fund activities, (b) reallocating funds between categories to address the financing gap identified for subcomponent 2.2 and (c) adjusting the results framework. The project's original closing date was 30 June 2022, then revised to 20 December 2023. The PDO is to improve the operational performance of electricity sector institutions and pilot a new business model for solar energy in Gaza. The revised budget is US$ 23 million. Advancing Sustainability in Performance, Infrastructure, and Reliability of the Energy Sector in the WB&G Phase 1 (ASPIRE I- P179828) was approved by the Board on 27 April 2020 and became effective on 25 September 2020. The project's original closing date is 31 December 2024. ASPIRE is a multiphase programmatic approach (MPA), and its implementation period spans eight years and envisages four phases. The PDO aims to improve energy sector institutions' operational and financial performance and diversify energy sources. The budget is US$ 63.0 million. As of 31 December 2022, the overall assessment of ESPIP is rated as successful, given that the project implementation pace has picked up after the MTR of 22 March 2022. Moreover, the project is being relevant and coherent (see the relevance and coherence scoring below) and the fact that the PDOs indicators associated with improvement in the operational performance of electricity sector institutions are likely to be met by the closing date. It lends support to this overall rating. As of 31 December 2022, the overall assessment of ASPIRE I is rated as successful, with the relevance and coherence criteria being the positive drivers, whereas the effectiveness and efficiency criteria are rather on the low side but can improve significantly if the implementation path improves markedly. Moreover, the project has two years remaining before the closing date. Progress towards achieving the PDO is improving, and the midterm review (MTR) planned for 30 June 2023 will provide the opportunity to make all necessary project adjustments to ensure both the outcomes of the RF are met. Highlighted example: Gaza Solid Waste Management Project (GSWMP- P121648) was approved by the WB Board on 31 March 2014 and became effective on 9 July 2014. The original closing date was 30 November 2019 but was ultimately extended to 31 December 2022. The PDO is to improve solid waste management services in the Gaza Strip through the provision of more efficient, environmentally and socially sound waste disposal systems, and by initiating measures to improve the overall solid waste management system. The GSWMP has had significant positive impacts on the overall operational performance of solid waste management with a better level of service of waste collection, transfer and safe disposal for the project areas. The modernization of the solid waste management system from the primary collection, transfer and safe disposal at the newly constructed sofa landfill will have positive impacts on the environment and social setup; furthermore the closure of the three major dumpsites as well as the rehabilitation of the waste contaminated land will further provide health benefits to the local population as well as to the environment. Based on the six DAC core criteria, the overall rating of the project related to its performance and outcomes is considered as successful. Cross-cutting The PID MDTF:s efforts to integrate Climate Change - and Gender aspects as well as Citizen Engagement in operations has improved over the period.
The Partnership for Infrastructure Development (PID) Multi Donor Trust Fund's (MDTF) Project Development objective is to improve coverage, quality and sustainability of infrastructure in Palestine in the water, urban development and energy sectors. The design of the program is intended to support the core principles of sustainability, partnership, client-driven ownership, harmonization, and knowledge building. The PID MDTF predominantly provides co-financing to investment operations implemented by the Palestinian Authority (PA). The PID MDTF supports the PA to achieve its sectoral objectives to improving basic service delivery and performance across the water, energy and urban development sectors. Projects co-financed by the PID MDTF focus both on infrastructure financing and capacity building with the objective to improve service delivery, strengthen key institutions, and advance critical sector reforms. The Trust Fund (TF) provides financing for infrastructure projects and programs, and analytical and advisory activities that the World Bank (WB) is supporting in the water, urban development, and energy sectors. The operations in the TF are according to the WBs support for the PAs strategic long-term plans for development, the Palestinian National Development Plan (NDP) 2021-2023.
